The procedure for serving summonses in Ukraine is regulated by legislation, in particular the Law of Ukraine «On Mobilization and Mobilization Training» and relevant by-laws. Preparation and execution of the summons

• summonses are prepared in military commissariats (territorial centers of recruitment and social support - TCC and SP) on the basis of credentials of conscripts;
• the military commissariat or other body determines the citizen who must be called up to fulfill military obligations, according to the relevant categories (age group, state of health, etc.);
• the summons must be properly executed, have the seal and signature of the responsible person.

Ways of serving summonses

1. Personally in the hands - the most desirable way of handing over a summons, the summons is handed over personally to a conscript by a representative of the TCC and SP or another authorized person, the conscript must sign the receipt of the summons.
2. By mail - the summons can be sent by registered letter with a notice of delivery, it is considered delivered after the receipt of the letter by the addressee or his representative is signed.
3. Through the place of work - the summons can be transferred through the personnel department or other relevant unit at the place of work of the conscript, the responsible person at work is obliged to hand over the summons personally to the conscript and receive a signature from him about receipt.
4. Through local self-government bodies - the delivery of summonses can be carried out through local self-government bodies, for example, through executive committees or administrations of settlements, representatives of these bodies can also deliver summonses personally to conscripts.

Respectable reasons for non-appearance

Illness: If a conscript is ill and cannot appear, he must provide an appropriate medical certificate.

Family circumstances: In case of unforeseen family circumstances, such as the death of a close relative, a postponement is also possible if the relevant documents are available.

Other valid reasons: legislation may provide for other grounds for non-appearance, which must be properly documented.

Procedure for appealing a summons

• Appeal to the military territorial center of recruitment and social support: a conscript has the right to appeal the summons to the military commissariat that issued it.
• Filing a complaint to a higher authority or commission: If the response to the request is not satisfactory or you have not received an answer, the next step is to file a complaint with a higher authority (for example, the regional military commissariat) or a special commission.
•  Court appeal: you can apply to the administrative court with a claim to appeal the summons.
