The Medical and Social Expert Commission (MSEC) plays an important role in determining the degree of loss of ability to work, establishing disability and other issues related to social protection of citizens. A referral to the MSEC is an official document that initiates the process of medical and social expertise. This document can be issued by both medical institutions and other authorised bodies. Grounds for referral to the MSEC
