On May 18, the law on strengthening mobilization entered into force. Although it does not provide for the general mobilization of women, there are important changes that affect women on military registration. Who must register?
According to Clause 11 of Article 1 of the Law "On Military Duty and Military Service", women who have an education in the medical or pharmaceutical specialty must register for military service if they are fit for military service due to their health and age.
In general, the norms determining the mandatory military registration for women have not changed. However, we emphasize that women with the above-mentioned specialty must be registered without exception.
To do this, it is necessary to contact the TCC, where a personal file will be opened and a medical examination will be conducted to determine fitness for service.
Obligations and penalties
Being registered as a conscript does not mean automatic mobilization. This is necessary so that the General Staff has information about the number of medical workers in the reserve.
But if you do not comply with this requirement and do not register, you can be fined from 17 to 25.5 thousand hryvnias for violating the rules of military registration during martial law, according to Article 210 of the Code of Criminal Procedure.
The most important change is that now this category of women (medical and pharmaceutical specialists) must also update their credentials in the TCC. Otherwise, fines and even temporary restrictions, such as driving rights, are possible.
Therefore, according to the legislation, women who are conscripted must update their credentials through the TCC, TsNAP or electronic cabinet by July 17, 2024.
Mobilization of women on a voluntary basis
Clause 12 of Article 1 of the Law "On Military Duty and Military Service" now clearly defines that women who are on the military register can be voluntarily called up for military service or involved in work to ensure the defense of the state in wartime.
Thus, women are not mobilized forcibly, whether in wartime or in peacetime, they can only enter military service voluntarily.
Is it possible to get a job without registering for military registration?
Until mid-May, there was an opportunity for women with a medical or pharmaceutical education who were not on military registration to get a job as non-military until 2026.
However, according to the government decree No. 563 dated May 16, 2024, this possibility was canceled. Currently, women with such an education who plan to get a job must first apply to the TCC for military registration.
The right to travel abroad
The situation remains unchanged for medical workers entering the military register: they continue to retain the right to travel abroad, as before.
The new law does not make any changes to their ability to cross the border, so conscripted women can continue to perform consular actions in foreign diplomatic institutions of Ukraine without any restrictions.
