Until May 18, 2024, citizens submitted documents for deferment from mobilization both before and after passing the military medical commission (MMC). From now on, citizens who applied to the territorial recruitment and social support centers with a written application for deferment from mobilization should not undergo a medical examination to determine their suitability for military service in the Armed Forces of Ukraine until a corresponding decision will be made by the commission.
If received deferrals are denied, only then should they go through the VLK. Citizens who have not yet expired during mobilization during martial law are also not sent to the VLK, with the exception of those who have expressed a desire to serve in the Armed Forces under contract.
Adjournment decisions: who decides?
The commission of the TCC and JV considers the applications of conscripts regarding deferment, in which the head of the district (city) TCC (or separate department) is the head, and the members of the commission are representatives of various structural units of the district or city state administration (education and science, health care, social protection of the population, services for children, center for providing administrative services). This commission analyzes the grounds for deferring military service during mobilization and makes an appropriate decision.
