In Ukraine, July 16 is the deadline for updating military registration data for conscripts. In the conditions of general mobilization and martial law, which are in effect due to the full-scale invasion of the Russian Federation, conscript men aged 18 to 60 who receive summonses are subject to conscription.
What changes in mobilization will take place after July 16
On May 18, a new mobilization law came into force in Ukraine, according to which all men aged 18 to 60 must update their military registration data by July 16. You can update information for military registration in three ways:
- Visit the territorial recruitment and social support center (TCC and SP);
- Use the services of the center for the provision of administrative services;
- Update data through the mobile application "Rezerv+".

Men aged 18 to 60 are required to carry a military registration document, which can be in two forms: paper or electronic.
The paper form includes a certificate of registration at the precinct, a military ID or a temporary certificate of a conscript.
The electronic form is presented in the form of a PDF file with a QR code, which can be obtained through the "Rezerv+" application.
Both documents have the same legal force, so it is enough to carry one of them. The following have the right to check these documents:
- representatives of TCC and JV,
- policemen,
- employees of the State Border Service.
Did not update the data - what fines are at risk?
All conscripts had to update their data by July 16. If this is not done, fines may be imposed in the following order:
- TCC and SP will first try to collect the fine from the conscript's bank account, if one exists.
- If there are not enough funds in the account, the TCC and the SP can file a lawsuit in court to collect a fine from the conscript's property.
- If the conscript has no property from which the fine can be levied, liability will probably not apply.
Conscripts can still update their information after July 17, as fines are not automatically imposed and state records are checked before they are applied.
The Ministry of Defense also clarified how the conditions will change for Ukrainians abroad who did not have time to update their data by July 16, and whether it is possible to avoid mobilization if the data has not been updated.
Large-scale inspections of TCCs
After updating the data, the conscript will receive a corresponding confirmation in the form of a QR code in the Reserve+ application. This may lead to an increase in the number of checkpoints and patrols on the streets of Ukrainian cities, where police officers and representatives of the TCC can check QR codes to identify people who have not updated their data.
The new law on mobilization does not provide for expanding the powers of representatives of the TCC after July 16. Only policemen can detain men on the street and take them to military police stations. According to the new law, men no longer have the right to refuse to receive a subpoena, and police officers can initiate detention procedures in case of refusal.
