Is it necessary to pass the MME before the age of 25 - legal advice
Citizens of Ukraine under the age of 25 do not undergo military service during mobilization. However, a medical examination may be assigned to some students who are completing a bachelor's degree and are registered for entrance exams to a master's degree, as well as to other separate categories when updating data in the TCC.
Confusion between the terms "conscript" and "conscript" led to an absurd situation
As it turned out, being under 25 (in the absence of student status or deferment) does not guarantee that you will not be checked and sent to the military medical board, and later to the training ground.
Resolution No. 675 amends the Order of Military Registration (Resolution No. 1487) and the Order of Conscription for Military Service (No. 560).
Now conscripts under the age of 25 during martial law can be sent for a medical examination only if they voluntarily wish to serve.
The procedure for obtaining a postponement through a reservation does not involve passing the MMC.
It is worth reminding that men under the age of 25, who have not served in the service or the military department, but have been recognized as of limited fitness, can be mobilized.
Conscripts will be able to register for registration without passing a military medical board
According to Resolution No. 932, men between the ages of 16 and 25 will be automatically registered as conscripts without the need to pass a military medical board.
This also applies to those who are abroad. For example, if such men apply to the Center for the Provision of Administrative Services (CSC) to issue a Ukrainian or foreign passport, their data from the Demographic Register will automatically enter the "Oberig" register.
The same will happen when applying for consular services abroad. The following data will be stored in the register of conscripts and conscripts: photo, full name, date and place of birth, gender, place of residence, passport data, citizenship, number in the demographic register, taxpayer identification number, as well as information on the preparation of documents for departure abroad or return to Ukraine.
Changes made by the Cabinet of Ministers allow men aged 18 to 25 to pass a military medical examination only on condition of voluntary enlistment.
Conscripts can be sent for a medical examination only if they have voluntarily decided to join the army
Conscripts who have not reached the age of 25 and conscripts who have received a reservation from mobilization are not required to undergo a military medical examination. According to the Cabinet of Ministers' resolution, during martial law conscripts under the age of 25 can be sent to the MME only if they have voluntarily decided to enter military service.

Conscripts under the age of 25 are not required to undergo a military medical examination (MME) if they have not expressed a voluntary desire to enter military service, according to Cabinet of Ministers of Ukraine Resolution No. 675. Citizens of Ukraine under the age of 25 are not required to undergo a military medical examination (MME) unless they have expressed a desire to voluntarily serve in the army, as determined by the Cabinet of Ministers Resolution No. 675. This applies to those who have a postponement of studies or other reasons, as well as persons who are booked from mobilization. Conscripts can be sent to the MME only in case of their voluntary decision to serve, as the medical board confirms fitness for service based on physical and mental condition. Thus, for mandatory mobilization, passing the MME is necessary only if there is a voluntary desire of the conscript.
