Ukrainians can get a foreign passport abroad, but not all. In most countries, DP "Document" Centers or diplomatic institutions help in this matter, however, some persons may be refused a new foreign passport. Where should I apply abroad to obtain a foreign passport?
While abroad, Ukrainians can obtain a foreign passport in two ways:
- Applying to the diplomatic institution of Ukraine.
- Through Passport Service citizen service centers located in Warsaw, Krakow, Gdansk, Wroclaw, Prague, Bratislava, Berlin, Cologne, Munich, Valencia, Madrid and Milan, Barcelona.
Innovations in the process of obtaining a passport abroad
The main changes in the process of obtaining a foreign passport by Ukrainians in other countries concern conscripts aged 18 to 60 and the terms of passport production.
According to new rules approved by the Cabinet of Ministers of Ukraine, employees of the passport service abroad are required to check the presence and validity of military registration documents for all men of draft age.
Even those men who applied for a passport before the new law on mobilization came into force (until July 17) will be able to get a passport only if they provide an up-to-date military registration document and undergo verification through the relevant registers .
New rules for issuing a passport abroad for men
From July 24, 2024, foreign branches of SE "Dokument" resumed accepting applications for passports for men. Issuance of a foreign passport outside of Ukraine is now possible only by prior appointment on the website of the Ministry of Foreign Affairs of Ukraine. Men who are conscripted must now be verified through the Reserve+ app to confirm that they have valid military registration documents, which is mandatory.
To receive this service, men need to provide a standard package of documents (defined for persons aged 16 and over) and add to it an up-to-date military registration document.
The application for obtaining passports can be submitted at any branch of SE "Dokument" abroad.

Other categories of Ukrainian citizens (women, pensioners, children) can submit documents to the foreign divisions of SE Dokument, which resumed accepting applications on a first-come, first-served basis as of May 22, 2024.
When should you apply for a foreign passport?
- first registration;
- change of surname or first name;
- passport expiration;
- lack of free pages in the passport;
- passport damage or its unusability for further use;
- the presence of an error in the information specified in the passport.
Documents required for issuing a foreign passport abroad
- Military registration document with current VIN code for men aged 19-60;
- Preliminary international passport to be exchanged (if the passport is being issued again), as well as copies of the first page and the page with the consular record and the PMP stamp (if available);
- Internal passport of a citizen of Ukraine in the form of a booklet or ID card, as well as its copy (if it is not possible to provide an internal passport, a birth certificate is submitted) + a copy;
- A document confirming permanent residence or temporary stay abroad + a copy, as well as a document certifying the registration of the place of residence abroad;
- Certificate of registration of place of residence in Ukraine + copy;
- Certificate on the assignment of the registration number of the taxpayer's account card (RNOKPP, if any) + copy;
