Removal from military registration does not mean complete release from the status of conscript. This is a temporary procedure, which provides for the change of registration data or the transfer of a conscript to another territorial center of recruitment and social support (TCC and SP). - Notification of TCC and SP on change of residence. In the case of moving to another region or country, the conscript must register with the relevant body at the new place of residence: in another region of Ukraine - at the relevant TCC and SP, abroad - at the consulate of Ukraine.
That is, even after deregistration in one place, a person remains conscripted, and his obligations regarding military registration are not terminated.

Grounds for removal from military registration are moving to another region, district or community, traveling outside of Ukraine for more than three months, being called up for military service or entering military educational institutions, enlisting in the military operational reserve, joining law enforcement agencies or civil protection authorities, referral to institutions for the execution of punishments (imprisonment), other cases stipulated by the decisions of the Ministry of Defense, the Security Service of Ukraine or intelligence agencies.

After being removed from military registration, within seven days it is necessary to re-register in another TCC and SP (territorial center of recruitment and social support). If a person moves to another region, district or community, or goes abroad, it is necessary to apply to the new body no earlier than three days before departure. When traveling abroad for a long period of time, registration is carried out through the consulate of Ukraine, which performs the functions of military registration for citizens staying outside the country. Therefore, regardless of the reasons for removal from military registration, the obligation to register in a new place remains, which allows the military authorities of Ukraine to maintain the relevance of data on all conscripts.
Obtaining a certificate of removal from military registration:
A certificate of removal from military registration is an official document that is issued by the territorial recruitment and social support center (TCC and SP) in the event that a man conscripted for military service goes abroad to a permanent place of residence (PMP). This document confirms that the person was removed from military registration due to going abroad and his military registration documents were withdrawn. Obtaining such a certificate is necessary to obtain a stamp in the passport about departure to the PMP and, accordingly, to cross the border.
The procedure for obtaining a certificate of removal from military registration
- Appeal to the district TCC and SP: A person must appear in person at the military commissariat where he is registered, in order to submit an application for removal from military registration. Necessary documents for submission: The following documents must be added to the application for removal from military registration: a passport of a citizen of Ukraine and an identification code, an extract from the demographic register or a certificate of the place of registration, a military registration document (military card or temporary card), permission from the State Migration Service services for going abroad to a permanent place of residence, documents confirming the right to stay abroad (passport, residence permit or other supporting documents).
