A military ID card is an official document confirming a citizen's registration in the military service system and his status as a conscript or draftee in Ukraine. It is issued after a person has passed military registration and is an important document in the event of mobilization, conscription, or performance of other military duties.
Main functions and purposes of a military ID card:
- Confirmation of registration with the military department: a military ID card is a document confirming that a person is on military registration at the Territorial Recruitment and Social Support Center (TCS). It is important for citizens subject to conscription or mobilization.
- Registration of military obligations: a military ID card is required for military service, in particular, during conscription for military service, mobilization, or for persons undergoing alternative service.
- Document for obtaining deferments or exemptions: a military ID is important for individuals who want to obtain a deferment from conscription or mobilization, in particular on the basis of health, education, family care or other circumstances.
- Participation in mobilization: during mobilization, the ID is the main document used to determine who can be mobilized. In the event of the need to undergo military service during mobilization or in the event of a threat of war, the ID is required to recognize a person as ready to perform military duties.
- Identification and verification: a military ID is used as an identification document for those liable for military service, especially in the context of their interaction with authorities, other state structures and when performing legal procedures related to military service.
- Document for social benefits: a military ID may be required to obtain benefits, in particular for war veterans, combatants, disabled war veterans, etc. It can be the basis for registering such statuses and benefits.
Question
How to get a military ID?
Answer
In order to get a military ID, you must register with the CCC, undergo a medical examination (if required) and receive a document after successfully completing the procedure. A military ID can also be issued to persons who already have the status of military conscripts or are registered in the registration system.
There are two types of military IDs: a paper military ID - a traditional form containing basic information about a person and their military status, and an electronic military ID - a new form of document that is also registered in electronic databases and provides access to information through mobile applications or other electronic services.
A military ID is a key document for people who are or may be in military service, as it confirms their registration, status and ability to perform military duties. A military ID is also important for resolving legal issues, for example, when receiving a deferment from mobilization or participating in social programs for veterans.
The choice between an electronic and paper military ticket depends on legislative changes, as well as on specific situations and requirements for military conscripts.
Electronic military ticket:
A system of an electronic military ticket is being implemented in Ukraine, which allows for the automation of military registration. The electronic ticket has the following advantages:
- Convenience: access to information about military registration via a mobile application or web portal.
- Efficiency: updating data, in particular, on passing medical commissions, deferrals, changes in personal data (for example, change of residence).
- Accessibility: the ability to quickly obtain copies or confirmations for various bodies without the need to visit the CCC.
At the same time, the electronic ticket may not be fully implemented in all regions, which may create certain difficulties for users.
Paper military ID:
The paper military ID was the traditional document used to record military conscription and is required in the following cases:
- A country is transitioning to electronic registration, a paper military ID may still be required.
- If an electronic registration system is not implemented or there are technical problems.
- For submitting documents to various authorities when there is no mechanism for electronic confirmation yet.
The choice between an electronic and a paper military ID depends on the requirements set by the TCK (Territorial Center for Recruitment and Social Support). As of now, in most cases, an electronic military ID has the same legal rights as a paper one. However, you should clarify whether specific institutions or authorities require one of the options. In the case of a transition to an electronic ID, you can expect this process to be gradual, and there will be rules for those who are unable or unwilling to use electronic forms. Therefore, you can continue to use a paper ID until the transition to electronic registration is fully completed.
Advice from a lawyer from the "Consultant" service:
If you have lost your military ID or have a temporary ID (as in your case), you should contact the CCC for clarification on whether your temporary ID is sufficient or whether you need to issue a new one (electronic or paper).
If you have received a notification about the need to undergo a VLK or other procedures, it is important that your information is up-to-date and reflected in both the paper and electronic databases.
Given that changes are currently taking place in the legislation and accounting system, it is worth consulting with a lawyer specializing in military law to clarify the current regulations.
The services of a military lawyer when issuing a military ID can be useful in various situations when legal issues or problems arise in the process of issuing or obtaining this important document.
The electronic ID has many advantages in terms of convenience and accessibility. The paper ID remains important, but its role may gradually decrease. If you need to obtain a ID (paper or electronic), contact the CCC for up-to-date information. If you have questions about illegal actions of the CCC (for example, about forcible detention for passing the military service or mobilization). If you do not have a military ID card or have lost it, and there is a need to replace or restore it. If you need to receive a deferment or exemption from service, and you want to receive legal support for the correct submission of documents.
