if a person has owed for payment of utilities more than three months;
if there is one adult person – a member of a family member who is not studying, has no work and is not registered as an unemployed;
if the area of the house of the family exceeds 230 square meters, and in case the family lives in the apartment – then such area is greater than 130 square meters.
Such nuance does not apply to large families; if there is a vehicle in the family, whose age is less than five years; there is an available deposit worth more than one hundred thousand hryvnia; in case the family has not been returned the subsidy, which was paid in a greater amount than required; there is a debt on payment of alimony more than three months; when family members make purchases worth more than 50 thousand hryvnia. Similarly, the decision to refuse to appoint a subsidy can be taken by the Pension Fund of Ukraine.
