Very often many people ask me what to do if they are assigned to one TCC and SP, live long ago at the wrong address and somewhere in another region, work in another place and want to apply for deferment from conscription. Sometimes their TCC or SP is located on the territory not controlled by Ukraine. What to do and where to go? Let's discuss it in this article.
Which military enlistment office to go to if I live at a different address
Unfortunately, no matter how much you would like it, you can not just walk into any TCC and SP, where you have someone you know or which is closer to your work and say, I like you, so I will solve all issues with you.
Such a scenario is unfortunately impossible.
You must report to TCC and SP either at the place of your propiska, i.e. official registration, or at the place of your registration as an internally displaced person.
When you change your place of residence, everyone must register with the military enlistment office at the place of your new residence.
But this change of residence must be confirmed by documents.
I.e. you must show that here I am registered as a VPO, for example, so I am registered at your military enlistment center.
And of course, you may be asked to deregister at your previous TCC and SP, and then come to them.
Although now during the war it is sometimes done in a simplified version. You are simply forced to draw up the documents anew, or request a file in your home TCC and SP, and then register you at their place.
But for this to happen, you have to show that you really live at the new place of residence and it must be confirmed by something.
Therefore, the conclusion is simple - if you want to go to the military enlistment office, to solve some issues or to apply for deferment from mobilization - do it either at the place of residence, or register in advance at the place of your residence as an internally displaced person and only after that go to another military enlistment office.
What to do if my TCK and SP is located in the territory outside of Ukrainian control
This is also a very frequent situation. And I get calls asking me how I will look for my military enlistment center, if there is no Ukrainian government there now.
No one forces you to go to the territory not controlled by Ukraine, and you will definitely not find anything there in terms of TCCs and SPs accountable to the Ukrainian authorities, even if you come.
But any state authority of Ukraine, any institution or organization, including TCCs and SPs, if they are located on the territory not controlled by Ukraine, are transferred to another territory controlled by Ukraine.
Accordingly, you need to find out in which region and to which address your military enlistment office has moved and go there.
What other documents about the change of residence can I provide, except for the propiska and the certificate of VPO?
If you don't have any documents on registration at the new address, and you can't register as an IDP there for some reasons, you can try to solve the situation.
If the condominium or local authorities give you a certificate that you are not registered, but actually live at this address, this is also a document.
Sometimes a lease agreement can be a way out of the situation. But not always. And this issue always remains controversial in relations with the military enlistment office.
But the main thing to remember is that you need to go to the military enlistment office prepared. And if you have any grounds for deferment - it is necessary to come with documents about it and send a letter about it in advance.
To which military enlistment office to send a letter of deferment from mobilization
Of course, to the one in which you are going to appear and continue registration of deferment. Otherwise there will be confusion. You have written to one TCC, but you did not show up there and did not get deferment, and you want something from another one, but you do not give them any documents.
Therefore, decide in advance where you will solve the issue, put your documents in order and boldly start the process.
When it is necessary to appear in the military enlistment office not at the place of residence or actual residence
The only possible situation when you need to carry out the process of deferment or other issues in TCC and SP not at your place of residence, and not at the place of registration as a GPO, but somewhere else, is when you have been served a summons to another military enlistment office.
For example, you were walking down the street in another region and you received a summons there. Then you have to go there and solve all the issues. And it may not always coincide with the TCC and the SP to which you are assigned.
Of course, in such a situation, you should inform there that you are assigned to another TCC. But most likely, you will have to solve the issues where you were called.
