The Verkhovna Rada adopted in the second reading the "Draft of the Law on Amendments to Certain Legislative Acts of Ukraine on Certain Issues of Military Service, Mobilization and Military Registration" (No. 10449). The law was adopted without the provision on demobilization. People's deputy from "EU" Oleksiy Honcharenko reported this.
283 People's Deputies voted "for", "against" - 1, abstained - 49. As People's Deputy Yaroslav Zheleznyak reported, the document was approved by the Committee's editorial office. People's deputies adopted the law on mobilization without the provision on demobilization, Zheleznyak explained.
"The amendment in which there was a rule on cleaning demobilization was passed by 227. That is, this provision has been completely removed from the law (about 36 months and the decision of the rate)," said the People's Deputy.

As MP from "EU" Maria Ionova reported, Defense Minister Rustem Umyerov, Commander-in-Chief of the Ukrainian Armed Forces Oleksandr Syrskyi, Deputy Commander-in-Chief of the Ukrainian Armed Forces Vadym Sukharevskyi, field brigades were present in the session hall during the vote.
As People's Deputy Iryna Friz said earlier, commenting on the text of the draft law approved for the second reading, the defense committee supported the initiative of Chief Committee Oleksandr Syrskyi by a majority of votes and removed from consideration the rule on dismissal from military service after 36 months."The Cabinet of Ministers has been added to the final provisions: to develop and submit to the Verkhovna Rada of Ukraine for consideration a draft law on improving the mechanisms for the rotation of military personnel under martial law, their release and medical and social rehabilitation," Freez wrote on Facebook.
In addition, according to the deputy, previously approved motivational norms were canceled:
• excluded the norm of one-time additional payment in the amount of UAH 70,000 to military personnel who are at "zero";
• monthly payment of a reward for specific features of the service in the amount of UAH 10,000;
• fixed fee for destroyed equipment.
However, according to Freez, a payment of 4 to 300 subsistence minimums for destroyed (captured) weapons was established at the level of the law.
"Regarding the provision of consular services abroad. Within 60 days from the date of entry into force of the Law, they are carried out under the condition of simultaneous updating of personal data in consular institutions. According to the norm on the obligation of all citizens of Ukraine to update their personal data in the conditions of martial law," she wrote.The deputy also described the "motivational package" contained in the draft law:
• the opportunity to independently choose a unit for conscripts who will sign a contract with the Military Academy;
• additional leave and remuneration for the destruction or seizure of weapons or equipment of the Russians, the amount will be set at the level of the law and governmental by-laws;
• the time spent on child care leave is counted towards the term of service in a military rank;
• annual basic leave is granted in parts during the calendar year and the main continuous part will be at least 15 calendar days;
• the right to one-time compensation of 50% of the first mortgage loan payment and an additional UAH 100,000 after the first year of military service and another UAH 100,000UAH after the second;
• servicemen and their wives/husbands will NOT be charged interest for using a loan, fines, penalties for defaulting on obligations to banks and other organizations, except for car and real estate loans;
• the right, within three months from the date of conclusion of the first contract, to receive a certificate for the purchase of a vehicle in the amount of 150 thousand hryvnias;
• consideration of one month of service for three months for being directly in combat areas during the martial law as years of service;
• if long-term treatment abroad is necessary, it will be possible to pass the military medical board remotely, and the corresponding certificate of the Military Medical Center will be the basis for maintaining financial and material support;
• additional leave of 90 calendar days without division into parts, if desired, after release from captivity with preservation of financial support;
• the amount of one-time monetary assistance in the event of the death of a serviceman is set at 15 million.
