Recently, a meeting of the participants of the European Business Association took place with Dmytro Natalukha, the Chairman of the VRU Committee on Economic Development and the author of the economic reservation model.
The development of the concept of the economic reservation model takes place in parallel with the work on the main draft law on mobilization. The task of the Committee is to investigate the financial and economic impact of mobilization and to create an opportunity for economic reservation of employees in addition to the mechanisms proposed by Government Resolutions No. 76 and No. 45.
About 540,000 people have been booked for mobilization, mostly in the energy, agro-industrial sector, industry, production and transport sectors. At the same time, the largest mobilization load is carried by white business, which officially employs people. Now about 2.7 million men aged 25-60 are officially employed, and 600 thousand are active FLPs. At the same time, about 1 million men are probably in the shadow sector, since there is no information about their employment in the state.
In order to transfer the mobilization load to the shadowy fate of the economy, the Committee proposes a model of economic reservation of employees, which would provide an additional opportunity to reserve the necessary workers for white business. According to this model, the business will be able to book up to 50% of military service employees. Reservation condition: absence of tax debts and payment of military tax for each employee according to the formula: 1.5% of salary + fixed rate of 20 thousand UAH/month.Strategic enterprises remain subject to Resolution No. 76. How will booking occur?
Step 1. Payment of the fee
The enterprise enters information about employees on the electronic portal, provides a receipt for the payment of the fee, in the case of an FLP - a certificate of the movement of funds.
Step 2. Verification
Tax authorities in the online mode confirm the absence of debt, there is an online check of the booked person. The person receives a yellow QR code confirming the booking procedure. Within 60 days, it is necessary to update your data in TsNAP for validation of the reservation.
Step 3. Updating data
The booked person visits TsNAP, where he updates the data and validates the reservation. Each person booked receives a green QR code confirming his booking.
Centers for the provision of administrative services (CSPs) in Ukraine are institutions where different groups of people can receive a wide range of administrative services in comfortable conditions. They are created by local councils and local state administrations and serve individuals and legal entities.[1][2] May have territorial divisions, remote workplaces and mobile offices for easier accessibility[3].
The model applies to all salaried workers and self-employed workers, however, it will not apply to deficit workers. According to this model, the company can independently choose which employees to book. At the same time, an economy reservation does not give permission for departure. For FLP there is an additional requirement - the provision of a certificate of turnover in the amount of at least 3 months of booking to confirm real activity.
