Struggle with hoarding vacations and changing the procedure for paying civil servants — the head of the Ukrainian National Labor and Welfare Administration announced the changes
The head of the National Civil Service Agency, Nataliya Alyushina, in an interview for "Glavkom" spoke about the difficult situation with the salaries of civil servants and how they will have to deal with "holiday hoarders".
Thus, she stated: "It turned out that there are civil servants who, let's say conditionally, abused the accumulation of vacations. And now, in the event of their dismissal or retirement, all compensatory payments must be made at the same time. The numbers there ran high. Previously, it was an acceptable practice for the state, but in the conditions of the war, with the current deficit in the wage funds, the situation is, to put it mildly, bleak." According to her, someone has unused holidays since 1999. That is, upon dismissal, they need to pay compensation for 30 years: "I just know that in some ministries there are sky-high figures, when compensation amounts to UAH 16 million! At the same time, the wage fund for this year has already been raised, and the situation may be critical."

Nataliya Alyushina has her own recipe for getting out of the situation: "One of the options may be to establish a deadline by law, after which the accumulation of vacations by a civil servant stops. And therefore, the accumulated days must be used within a certain time. Of course, all compensation provided by law must be calculated and paid. The appropriate mechanism is currently being worked out, and I think a draft law will appear in the near future."The official acknowledged the serious problems with the salaries of civil servants: "In general, even before the war, the main factor that inhibited the development of the public service was the low level of remuneration. The criticality of the situation is confirmed by our pre-war sociology, when 93% of civil servants were completely or partially dissatisfied with the level of wages.
We are talking about different directions of positions, but some are simply critical. For example, there is an acute shortage of IT professionals in the public sector, because salaries in business for IT personnel are ten times higher. The situation is worsened by interdepartmental migration, when personnel from one state government body flows to another due to higher salaries. From us, for example, people went to the NAKC, because the salary there is three times higher. I'm actually happy for these people, because they found what they were looking for, but I consider such obvious disparities in salaries unacceptable."
What is the way out? Nataliya Alyushina said: "The National Agency is currently engaged in the reform of labor remuneration. It consists in establishing fair salaries based on job classification. It is necessary to update the salary level and bring it closer to the compensation for typical positions in the private sector. We will not be able to completely switch to market salaries, because employees of category "A" would then have to receive 250 thousand hryvnias comparable to the market. The state budget will not be able to allow this. Therefore, at building this model, we went below the market median and settled on a salary of UAH 69,000 for the first "family of positions" of administrative staff. A person who goes to the position of a state top manager will at least understand the stipulated level of remuneration."
But at present the situation is bleak. "Wage funds have been reduced by an average of 20% this year, and inflation, according to the National Bank, reaches almost 30%. Therefore, the purchasing power of civil servants has already halved. There is a salary, an allowance for years of service and for the rank of the civil service. If there is no civil service experience, the employee receives a basic salary — from 9 to 12 thousand UAH. With a bonus - up to 14,000-15,000. As I said, the situation is critical for low-ranking civil servants in the regions," said the head of the NADS.
Is it possible to withhold from a part-time employee, who is dismissed by agreement of the parties, the funds for the days of the annual basic vacation, which were given to him at the expense of the unused part of the working year? —
She sees the correction of the situation in the approval of the government bills by the parliament:
– No. 6496, which refers to the tender procedure for the civil service, the information system of resource management;
– No. 6504 on service in local self-government bodies;
- No. 8222 on the introduction of uniform approaches to the payment of civil servants based on the classification of positions.
