The new law, the law on mobilization, which will enter into force on May 18, 2024, introduces the concept of basic military training. This concept is introduced instead of fixed-term military service. Without it, in particular, a conscript may be denied work or some services.
Basic military service is mandatory training for those who have not served in the military. BVP should prepare every person capable of performing tasks both in peacetime and wartime in combat conditions. It provides primary knowledge, abilities and skills, including handling and using weapons, actions on the battlefield, providing pre-medical and primary psychological care, etc.
Basic military service should be introduced from September 1, 2025. According to the law, it will continue:
- in peacetime - up to five months, of which up to three months basic general military training is carried out, up to two months - professional training;
- during martial law - up to three months, of which at least one month is basic general military training, and up to two months - professional training.
Referral of citizens of Ukraine for basic military service includes:
- arrival for a medical examination, professional and psychological selection and a meeting of the referral commission for basic service;
- passing a medical examination (including referral for an additional medical examination);
- carrying out professional and psychological selection;
meeting of the referral committee for basic service;
- arrival at the address and time of departure specified in the summons of the TCC and SP for basic military training, as well as stay at the relevant TCC and SP before being sent to the training unit (center)
Citizens, men or women (voluntarily) who have reached the age of 18 and older persons who have not reached the age of 25, are sent to undergo basic military training.
Citizens of Ukraine who have not completed basic military training can choose a year of such training once before they reach the age of 24.
Postponement of referral for basic military service
- recognized as temporarily unfit for health;
- study in institutions of general secondary, vocational (vocational-technical), professional pre-higher education, higher education, higher spiritual education in full-time or dual education, internship, or doctoral studies up to 24 years of age;
- chose the appropriate year for basic military service;
have the right to be released from military service due to family circumstances
- a notification of suspicion of a criminal offense or a criminal case is being considered by the court, before the corresponding decision is made;
- in cases not provided for by the Law, a postponement of the referral for basic military service may be granted to conscripts in accordance with the decision of a higher-level commission at the request of district (city) commissions for military registration.
Reasons for exemption from basic military service of conscripts:
- who are recognized as unfit for military service due to their health
- who completed military service in other countries before acquiring Ukrainian citizenship.
Other reasons specified in Article 18 of the Law of Ukraine "On Military Duty and Military Service" will cease to apply as of May 18, 2024.
