The collection of data on the quantitative and qualitative composition of civil servants has started
The information is submitted until January 13, 2024 only through the web portal ksds.nads.gov.ua, in accordance with the NADS order of March 21, 2023 No. 40-23 "On approval of the reporting form "Report on the quantitative and qualitative composition of civil servants" and the Instructions for it filling", which was registered with the Ministry of Justice of Ukraine on March 28, 2023 under No. 533/39589.
Importantly! The persons responsible for submitting reporting information from the territorial bodies of the state body and district, district in the cities of Kyiv and Sevastopol state (military) administrations compile a report and submit it for generalization to a higher-level state body!
Submission of information to section I "Quantitative composition of employees of the state body" of the report is indicated:
• the actual number of working civil servants, including by category of civil service positions (including civil servants who are on leave due to pregnancy and childbirth and/or temporary disability (regardless of duration), is indicated without the number of civil servants , who are on leave to take care of a child;
• a vacant position is considered to be a position in the body's staff list, which is not filled by persons who are in labor relations with the state body.Submission of information to Section II "Distribution of employed civil servants by gender and age groups" of the report states: the sum of the actual number of employed male civil servants and the actual number of employed female civil servants (including by age group and categories of civil service positions) must correspond to the actual number of working civil servants specified in Section I.
Submission of information to Section III "The number of civil servants appointed and dismissed": information from the beginning of the year, in the period from January 1 to December 31 (inclusive) of 2023 (i.e. accumulated information for quarters in 2023).Submission of information to section IV "Quantitative composition of civil servants during the period of martial law" of the report is noted:
• the number of civil servants dismissed since February 24, 2022, including by gender and categories of civil service positions (information is indicated from the beginning of martial law to the end of the reporting period, i.e. from February 24, 2022 to December 31, 2023 inclusive);
• the number of appointed civil servants without competitive selection and the number of dismissed civil servants who were appointed without competitive selection, including by gender and categories of civil service positions (information is indicated from the beginning of martial law to the end of the reporting period, i.e. from February 24, 2022 to 31 December 2023 inclusive, in accordance with the fifth part of Article 10 of the Law of Ukraine dated May 12, 2015 No. 389-VIII "On the Legal Regime of Martial Law");
• the number of civil servants who went abroad from February 24, 2022, and are there as of the end of the reporting period, including by gender and categories of civil service positions (data from the actual number of working civil servants are indicated, but without the number of civil servants , who are on parental leave).
