How will the new model of payment of civil servants be implemented in 2024
The principles of determining the remuneration fund of the state body for the year 2024 are established by paragraph 14 of the section "Final provisions" of the Law of Ukraine of November 9, 2023 No. 3460-IX "On the State Budget of Ukraine for the year 2024", in particular, taking into account the actual number of employees of the relevant state body as of July 1, 2023 with a factor of 1.1, but not more than the legally established number of employees of the state body.
Therefore, the determination of the wage fund for 2024 for all executive bodies, including local state administrations, was carried out using uniform approaches in accordance with the legislation. This is stated in the letter of the Ministry of Finance dated December 12, 2023 No. 08020-08-6/34382.
According to the provisions of the BKU, the distribution of budget allocations between managers of budget funds of a lower level belongs to the powers of the chief manager of budget funds.

The Ministry of Finance also noted the following:
1. Reduction of the maximum number of employees of local state administrations is not provided for in the draft resolution of the CMU regarding the number of employees of state bodies.
2.In accordance with the Decree of the Cabinet of Ministers of Ukraine dated November 9, 2016 No. 787 "On the expenditure on the wages of employees of local state administrations", local state administrations can receive additional funds from local budgets for the wages of employees to exercise the powers of local self-government bodies delegated by them in accordance with the law in the amount of up to 50% of the salary fund approved in the State Budget of Ukraine for the relevant year for employees of local state administrations, and local state administrations whose employees directly perform duties and tasks in the territories belonging to the restoration territories and/or territories in which hostilities are (were) conducted, — 100% of the wage fund approved in the State Budget of Ukraine for the relevant year.

3. Decree of the Cabinet of Ministers of Ukraine of April 25, 2023 No. 391 "Some issues of remuneration of employees of state bodies and local self-government bodies during martial law" continues to apply, and therefore, the coefficients of 2 and 1.5 will continue to be applied to the salaries of local employees state administrations that directly exercise powers in the territories of active hostilities and possible hostilities in accordance with the list of such territories approved by the Ministry of Reintegration.
On the distribution of civil service positions taking into account families and levels of positions, jurisdiction and types of state bodies
At the same time, the Ministry of Finance reminds that the Catalog of typical civil service positions and the criteria for assignment to such positions (hereinafter - the Catalog), approved by the Resolution of the Cabinet of Ministers of Ukraine of October 23, 2023 No. 1109 "On preparation for the introduction of the conditions of payment of civil servants based on the classification of positions in 2024 year", provides for the distribution of civil service positions taking into account families and levels of positions, jurisdiction and types of state bodies.

Thus, the Catalog, in particular, clearly regulates the presence of three professional levels (VII - IX professional levels) for civil service positions of category "B", and item 14 of the Catalog specifies that during the establishment of the professional level for category "B" positions, the head of the civil service in the state body (the head of the state body) takes into account the possibility of attributing the position of chief specialist and equivalent positions to the VII (higher), VIII (middle) and IX (elementary) professional levels, and the position of leading specialist and equivalent positions to VIII (middle ) or IX (initial) professional level and that they cannot be assigned to VII (higher) professional level.

The decision regarding the number of civil service positions in the percentage of category "B" within the relevant professional level is made by the head of the civil service in the state body (the head of the state body) exclusively within the limits of expenses provided for the remuneration of employees of state bodies in the State Budget Law.
Therefore, the head of the civil service of the regional/district state administration must ensure the adoption of well-considered management decisions regarding the classification of positions of civil servants and the establishment of professional levels, in particular, due to the revision of the structure of the relevant local state administration.
