What does the new Classification of civil service positions provide for?
We will remind you that the government approved the Catalog of typical civil service positions and the criteria for assignment to such positions. This will be one of the key steps towards reforming the system of remuneration of civil servants. The corresponding decision is enshrined in the Resolution of the CMU of October 23, 2023 No. 1109 "On preparation for the introduction of the conditions of payment of civil servants based on the classification of positions in 2024" (hereinafter - Resolution No. 1109).
The resolution approved:
• Catalog of typical civil service positions and criteria for assignment to such positions;
• Algorithm for classification of civil service positions under martial law.
The classification of positions will allow the introduction of a system of determining the value of positions - grading. This will make it possible to take into account the workload, complexity and responsibility of work when setting salaries and to introduce uniform approaches in the civil service - the same work should be paid at the same level throughout the state administration system.

The catalog defines 27 families of civil service positions:
• administrative management;
• administration and provision of public services;
• analysis of state policy and rule-making activity;
• accounting;
• internal audit;
• economic functions;
• state supervision and control;
• record keeping, office and archive;
• ensuring implementation (coordination of implementation) of state policy;
• purchases;
• prevention of corruption;
• information security and cyber protection;
• communication and information support;
• literary editing;
• international cooperation;
• defense work, mobilization training and mobilization;
• organizational support for the performance of court functions or constitutional proceedings;
• organization of meetings;
• legal support;
• protocol and ceremonial;
• regime-secret activity;
• management of state property;
• management of information and communication systems;
• HR;
• management of informatization projects;
• financial management;
• civil defense and labor protection.
A description of each job family in the Catalog includes:
• the name and number of the family of civil service positions;
• basic functionality of typical positions;
• job levels;
• table of classification of civil service positions.
Each family includes positions of different levels according to the role and place of the position in the organizational structure of the public body, the main purpose of the position. In total, there will be nine levels of civil service positions.
Also, Resolution No. 1109 established that in 2023, in order to prepare for the implementation in 2024 of uniform approaches to the remuneration of civil servants based on the classification of civil service positions (after the law on changing the remuneration model of civil servants enters into force), the classification of civil service positions by state bodies is carried out within a month from the date of entry into force of Resolution No. 1109 in accordance with the Algorithm.
In addition, state bodies are instructed to classify public service positions with full-time staff: up to 100 positions - within 10 working days from the date of entry into force of Resolution No. 1109, up to 500 positions - within 15 working days, up to 1000 positions - within 20 working days, and more than 1,000 positions — no later than a month from the date of recruitment by Resolution No. 1109.
