The assignment of the nickname "leader of the Methodist circle" is an extraordinary attestation
According to subsection 1 of paragraph 3 of the order of the Ministry of Education and Science of Ukraine dated September 9, 2022 No. 805 "On the approval of the Regulation on the certification of teaching staff" (hereinafter - Regulation No. 805), the qualification categories and teaching ranks assigned before the entry into force of this order are valid to the certification of teaching staff conducted in accordance with the Regulations approved by this order.
According to Clause 7 of Section I of Regulation No. 805, the inter-attestation period cannot be less than three years, except in cases of extraordinary attestation at the initiative of a pedagogical worker.
Extraordinary certification of a pedagogical worker
According to Clause 6 of Section I of Regulation No. 805, extraordinary attestation of a pedagogical worker whose educational level and work experience in the positions of pedagogical workers meets the requirements specified in Clauses 8, 9 of this section may be carried out at his initiative.
At the same time, the conditions stipulated in subsections 1-3 of clause 6 (recognition as a winner, laureate of the final stages of all-Ukrainian, international professional competitions; having an educational-scientific/educational-creative, scientific degree; successfully passing certification) are not a simultaneous set of grounds for becoming a pedagogue extraordinary attestation, certified by the conjunction "or".
Therefore, extra-ordinary certification of a teaching staff is possible only at his initiative, in compliance with the requirements of clauses 8 and 9 of section I of Regulation No. 805.Mandatory advanced training for attestation
Clause 8 of Section I of the Regulation stipulates the obligation to improve qualifications for attestation. Clause 9 defines the conditions for assigning qualification categories to those teaching staff who are certified with the assignment of qualification categories.
Since during the attestation, the group leaders are not assigned qualification categories, the condition of the extra-ordinary attestation of the group leaders is that they improve their qualifications.
According to Clause 3 of Section I of Regulation No. 805, for teaching staff, whose positions do not provide for the assignment of qualification categories, according to the results of the attestation, conformity (non-conformity) to the position held is determined and, in accordance with the procedure established by the law, a tariff class is established (confirmed), and a teaching rank is assigned (not assigned) . It was also established that the qualification category, the teaching rank assigned (confirmed) based on the results of the certification are determined in accordance with The list of qualification categories and pedagogical titles of pedagogical workers, approved by the Cabinet of Ministers of Ukraine Resolution No. 1109 of December 23, 2015. (hereinafter - List No. 1109). List No. 1109 provides for the pedagogical title "methodist circle leader".

The role of attestation commissions
According to Clause 7 of Section II of Regulation No. 805, the assignment of qualification categories and teaching ranks is within the competence of level I attestation commissions, which are established in institutions where more than 15 teaching staff work. If there are 15 or fewer teaching staff working in the institution, then the assignment of qualification categories and teaching titles is carried out by the II-level attestation commissions, which are established at the management bodies in the field of education.
Therefore, the head of the circle has the right to be certified under the conditions of extraordinary certification by submitting an application for extraordinary certification to the relevant certification commission by December 20, indicating in the application the request for the assignment of the pedagogical title "methodist circle leader".
Clause 17 of Section I of Regulation No. 805 prohibits the creation of obstacles for a teacher to pass certification, unjustified refusal to assign (confirm) a qualification category, teacher title.
