Ukraine has its own system of social benefits and support for students living in dormitories. Here are some possible benefits for students in Ukraine:
Benefits for low-income students: Students with low income or with
low-income families can receive assistance in paying for accommodation in a dormitory.
Orphan Benefits: Students who are orphans may receive certain benefits for living in the hostel.
Disability benefits: Students with disabilities may be eligible for preferential housing conditions, such as the availability of adapted rooms or discounts.
Benefits for combatants and their families: This category may be entitled to additional benefits or free accommodation in a dormitory.
Benefits for competition winners or scholarship students: Students with high achievements may receive certain benefits for accommodation in the dormitory.

Legal analysis of the situation - in accordance with Clause 1 of Chapter V of the Regulations on the Special Use of Dormitories of Vocational Pre-Higher and Higher Education Institutions, approved by the Order of the Ministry of Education and Culture dated November 21.2019 No. 1452 The amount of fees for living in dormitories of educational institutions of state and communal ownership is established by the head of the educational institution in agreement with the body of student self-government, taking into account the requirements of the order of the Ministry of Education and Science, Youth and Sports of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Health of Ukraine dated March 28, 2011 No. 284/423/173, registered with the Ministry of Justice of Ukraine on April 27, 2011 under No. 520/19258. 2. Fees for accommodation in the educational institution's dormitories are paid by the residents in accordance with the procedure and terms established by the lease agreement for living space in the educational institution's dormitory.
Writing a lawyer's request, In accordance with para. 5 point 1 of the Order of the Ministry of Education and Culture No. 284/423/173 dated 03/28/2011 "On establishing the maximum amount of fees for accommodation in student dormitories of higher educational institutions of state and communal forms of ownership", Students, cadets, entrants of higher educational institutions of the I-IV levels accreditations from the number of orphans and children deprived of parental care, persons from their number, as well as students and cadets who were left without parents during their studies at the age of 18 to 23, are provided by the dormitory free of charge.
In accordance with Art. 29 of the Law of Ukraine "On the Basics of Social Security of Persons with Disabilities in Ukraine" Persons with disabilities are provided with housing in the manner and under the conditions stipulated by the current legislation and taking into account the provisions of this Law. Persons with disabilities and families with children with disabilities have a priority right to improve housing conditions in accordance with the procedure provided by current legislation.The above and the analysis of the situation by the lawyer of other normative legal acts of Ukraine of the legislation of Ukraine give reasons to believe that the following benefits are provided for paying for accommodation in dormitories:
Free accommodation:
- Orphans and children deprived of parental care;
- Participants in hostilities and their children;
- Persons with disabilities due to war and their children;
- Children, one of whose parents died (missing) in ATO;
Fee 50%:
- Minor children of persons assigned to the I and II categories of persons who suffered as a result of the Chernobyl disaster;
- Children registered as internally displaced persons;
- Children living in settlements on the contact line.
lawyer's opinion: Students with disabilities from a general illness, from childhood and children from a large family are not provided with benefits for paying for living in a student dormitory.
At the same time, analysis of the situation by a lawyer, a discount in paying for accommodation or free accommodation in a student dormitory can be granted by order of the Rector based on the submitted application from the month of application until the end of studies (or when the student reaches the age of 23).
