Recently the resolution of the Cabinet of Ministers of Ukraine No. 366 dated 02.04.2024 was adopted, which amended the Rules of crossing the state border to citizens of Ukraine and allowed some categories of citizens to leave Ukraine.
And of course everyone has a question whether students can now leave Ukraine and how to do it. This is what we will discuss in this article.
Can students leave Ukraine
Until recently, as we all remember, it was impossible for students to leave Ukraine.
All full-time students, so far, regardless of the number of education and age, now as of 9 April 2024 have the right to defer mobilisation. But there was no right to leave Ukraine until recently.
However, on 2 April it appeared. But not everyone has it.
And against the background of all the negative bills, which only tighten the rules of deferment from mobilisation, it looks like a beautiful picture.
At the same time, not every student will be able to leave after the latest changes. And only a few will be able to do it.
Next, I will tell you what parameters you need to meet in order for a student to go abroad now.
Students travelling abroad now
Now after the latest changes, it is available only to some students.
Such a student must:
- study on a full-time basis and only for bachelor's and master's degrees (accordingly, postgraduates will not be able to leave);
- this student must study exclusively at state and communal higher education institutions. Private accredited universities are not suitable;
- such a student can receive education only in medical, pharmaceutical or veterinary profile. That is all. All other students, if they receive education in another profile, for example, IT-sphere, law, engineering or something else, cannot leave. As you realise, we do not have many students of medicine, pharmacy or veterinary medicine. It's very limited;
- such a student must be part of an academic mobility programme. In order to cross the border he should have a certificate from his educational institution about sending him to study in a foreign university to participate in the academic mobility programme, there should be data about the terms of the academic semester abroad, information about the absence of negative grades for the last 2 semesters, retakes and he should take an exam to confirm the level of foreign language proficiency of the country where he is going to study;
- he/she must also have a copy of the academic mobility contract duly certified by his/her university;
- he must have an electronic ticket, which must also be in the Diya application;
- he must also have with him a military registration document with notes from the military registration centre. Accordingly, even if all these requirements are met, such a student will not be able to leave without a visit to the military enlistment office.
Yes, we all know that a full-time student is not afraid of a visit to the military enlistment office, and he has 100% deferment from the draft, but everything can change. And the requirements are about to go into effect that the deferment is only maintained if the next level of education is a level higher than the previous one.
This means that if you have only a secondary or vocational school level of education, you can get a deferment by entering a full-time bachelor's program, and if there is a bachelor's degree - only a master's. If there is a master or a specialist, which is equated to it - only in graduate school.
These are the changes the legislator prepares us from 18.05.2024.
