"Medical" positions at enterprises not subordinated to the Ministry of Health
SITUATION
The enterprise does not belong to healthcare institutions. Is it written in the legislation that the position of obstetrician can only be in institutions subordinate to the Ministry of Health of Ukraine?
DECISION
The main normative-legal (normative-technical) acts on professional classification in Ukraine are the National Classifier of Ukraine DK 003:2010 "Classifier of Professions" (hereinafter - KP) and branch issues of the Handbook of Qualification Characteristics of Workers' Professions (hereinafter - DKHP). At the same time, the specified documents actually do not establish any restrictions regarding the inclusion of any job titles and/or professions in the staff lists of enterprises, institutions, organizations (hereinafter referred to as the enterprise) subject to compliance with certain conditions.

• this name corresponds to the KP (certain professional job title with the corresponding KP code);
• the tasks and responsibilities of the employee in the relevant position (in the relevant profession) actually performed in practice, as well as the required qualification level for their performance, correspond to the qualification characteristics of this position (profession) contained in the relevant branch issue of the DKHP
It should be noted that today the KP provides for the professional job title "Midwife (midwife)", which belongs to the classification (professional) group "Assistant professionals-midwives" with KP code 3232.The qualification characteristics of this position are contained in Issue 78 "Health Care" of the State Health Service of Ukraine, approved by Order No. 117 of the Ministry of Health of Ukraine dated March 29, 2002. Tasks and responsibilities:
It is governed by the current legislation of Ukraine on health care and legal acts that determine the activities of health care institutions and the organization of obstetric and gynecological care for adults and children. Performs professional activities under the guidance of a doctor or independently. Uses modern methods of examination of pregnant women. Provides reception of normal and pathological childbirth, prevention of complications during childbirth. Assists in minor obstetric and gynecological operations. Provides urgent obstetric and gynecological care, emergency medical care for newborns. Participates in population health monitoring, promotes the dissemination of knowledge on maternal and childhood health issues, ethics of family relations and family planning, personal hygiene, contraception, individual breast examination and implementation of a healthy lifestyle. Possesses techniques of resuscitation, knows how to provide assistance in case of traumatic injury, bleeding, collapse, poisoning, drowning, mechanical asphyxia, anaphylactic shock, burns, frostbite, allergic conditions, etc.
Qualification requirements:
Incomplete higher education (junior specialist) in the field of "Medicine" training, specialty "Obstetrics" or "Medicine". Specialization by job profile. No work experience requirements
