5. The need for the permission of the central executive body: For the adoption by a foreigner of a child who is a citizen of Ukraine, the consent of the relevant central executive body of Ukraine is required.
6. Preservation of Ukrainian citizenship: A child who has been adopted retains his Ukrainian citizenship until reaching adulthood and has the right to preserve his national identity in accordance with international treaties.
The adoption of a child who is a citizen of Ukraine by a person who is a citizen of a state with which Ukraine does not have an agreement on the provision of legal assistance may not be secret in the following cases:
1. If the adoption is not secret in the state in which the adopter permanently resides and to which the child is to move.
2.If a person who is a citizen of a state with which Ukraine does not have an agreement on the provision of legal assistance, and who adopts a child, does not permanently reside in Ukraine.
Thus, consular institutions, on the instructions of the Ministry of Foreign Affairs of Ukraine, can keep records of adopted children living outside of Ukraine and supervise the observance of their rights until they reach the age of eighteen.
