Fines for violations of military accounting rules are planned to be increased
Representatives of three different parliamentary factions told how fines for violating the rules of military registration for Ukrainian citizens could increase, Protokol informs.
Members of the Verkhovna Rada Committee on Law Enforcement, People's Deputies Andriy Osadchuk and Oleksandr Bakumov, as well as First Deputy Chairman of the Verkhovna Rada Committee on Budget Ivan Krulko expressed their opinion on the air of the telethon.
Osadchuk noted that the amended legislation on mobilization comes into force on May 18, but it does not contain fines. Currently, we are talking about satellite bill No. 10 379, which was submitted on December 25, 2023 and actually just passed the subcommittee.
According to him, a meeting of the Committee, which, most likely, will support this legislative initiative of the Cabinet of Ministers, will soon take place. The Verkhovna Rada will be able to vote in the second reading no earlier than a week from now. So far, the increase in fines has not yet occurred.

According to Osadchuk, a "dramatic" increase in fines is unlikely to improve the level of mobilization in Ukraine.
"It is important that we reduced the wishes of the Cabinet of Ministers, which were as of December last year, probably by four. The main thing is that we have removed criminal liability for refusing to pass the VLK. Therefore, there will be changes regarding fines, but they will not be as strict as the Cabinet of Ministers planned," the deputy emphasized.Bakumov, the chairman of the subcommittee on criminal legislation and countering crime of the Council's Committee on Law Enforcement, spoke in more detail about the possible amounts of fines. According to him, the specialized committee has liberalized the draft law as much as possible, and fines have actually been reduced several times.
"If we compare, the government proposed to impose an administrative fine on citizens of Ukraine in the amount of UAH 153,000. up to UAH 204,000. In the project, which was prepared by the subcommittee and will be recommended to the Committee, the maximum amount of the administrative penalty for an administrative offense committed during a special period - during the period of martial law - will be 17,000 UAH - 25,500 UAH," he stressed.
Bakumov noted that any changes to the Criminal Code and criminal liability for failure to pass the VLC proposed by the government are excluded. The possibility of administrative arrest in connection with evasion was also removed, in particular, special administrative arrest, which is connected with the violation of the rules of the relevant military accounting or mobilization rules.

That is, what the state has the right and opportunity to know. If the citizen did not provide such data, then this does not constitute an administrative offense. This is very important. Thus, what the state does not know, it is necessary to inform where you are, what means of communication. But there is no need to report what is known from the relevant registers," he stressed.Bakumov believes that the state needs military accounting in order to see the overall picture of what the reserve consists of.
In turn, Krulko noted that the increase in fines will not affect the motivation of those citizens who are hiding from the TCC.
"I am convinced that the fine that currently exists from UAH 510 to UAH 5,100, which applies precisely to violations of mobilization data, if it is increased multiple times, it will not lead to the fact that those who evade military service will immediately run to the military police. This does not solve the issue of a strong army," he emphasized.
According to the deputy, means of motivating citizens are needed, and unmotivated people who will not be able to perform their work are forcibly drawn to the TCC.
"Commanders of brigades and battalions are talking about this. It seems to me that the parliamentarians, and especially the government, as the executive branch of power, should think about a system of motivation so that people want to come again and defend their country from the enemy - it will work. Fines will not work. This will only lead to an even greater number of evaders and an increase in the number of attempts to leave the country illegally," Krulko emphasized.
