The Council voted in favor of the Law on the insurance experience of persons who worked abroad.
On April 25, 2024, the Verkhovna Rada of Ukraine adopted the Law of Ukraine "On Amendments to Certain Laws of Ukraine Regarding the Regulation of the Calculation of Insurance Length of Service and Pension Benefits" (draft law No. 9453).
This Law enters into force on the day following its publication. The Cabinet of Ministers of Ukraine is instructed to harmonize its regulatory acts with this Law within three months from the date of publication of this Law, as well as to ensure that ministries and other central executive bodies harmonize their normative legal acts with this Law.
Physical identification of persons to receive a pension
Pensioners who are, in particular, abroad will be able to undergo a physical identification procedure and confirm their right to a pension. The pension will be paid to the current accounts of banks located in Ukraine, provided that the pensioner passes physical identification by December 31 of each year.
Physical identification will be carried out in the bodies of the Pension Fund or in a personal electronic account on the web portal of the Pension Fund with the help of a qualified electronic signature "Action.Signature" ("Action ID") or with the help of a video conference or by certifying at a consular institution the fact that the person is alive

In addition, the Law simplified the mechanism for restoring pensions for pensioners who moved from the Autonomous Republic of Crimea to the territory controlled by the state. For such pensioners, a written statement about non-receipt of a pension from the Russian pension authorities is sufficient.
At the same time, a number of provisions of the new law in the social sphere concern pensions of citizens who have worked for the aggressor state since 2014. At the level of the law, it is determined that the periods of military service and voluntary occupation of positions since February 19, 2014 in the Force structures, illegal authorities formed in the temporarily occupied territory, in particular in the occupying administration of the aggressor state, in illegal judicial or law enforcement agencies, will not be counted towards the years of service. bodies, illegal armed or paramilitary formations in the temporarily occupied territory or in the armed formations of the aggressor state.
Calculation of insurance length of service for assigning a pension to persons who worked outside of Ukraine
The decision of the Verkhovna Rada of Ukraine also regulates the issue of calculating the insurance length of service for assigning a pension to persons who worked outside of Ukraine. Yes, periods of work/military service under the terms of ratified international treaties will be included in the insurance length of service. If contracts are not concluded, seniority will be counted in accordance with the procedure determined by the Cabinet of Ministers of Ukraine.
