Pension provision of "Chernobyl" residents in 2024
In accordance with the Law of Ukraine dated June 29, 2021 No. 1584-ХХ "On Amendments to the Law of Ukraine "On the Status and Social Protection of Citizens Affected by the Chernobyl Disaster" Regarding Increasing the Level of Pension Insurance for Certain Categories of Persons" for persons participating in the liquidation of the consequences accidents at the Chernobyl nuclear power plant, for which a causal connection of disability with the Chernobyl disaster was established, the minimum amounts of pension payments (taking into account allowances, increases, additional pensions, targeted cash assistance, indexation amounts and other supplements and compensations to pensions provided for by law, except for pensions for special merits to Ukraine) are set at the level of:
• for persons with disabilities of the I group - 100 percent,
• for persons with disabilities of the II group – 80 percent,
• for persons with disabilities of the III group - 60 percent of the average salary (income) in Ukraine, from which insurance premiums were paid and which is taken into account for calculating the pension for the previous year.
Thus, every year from March 1, pensions are recalculated, based on the average salary (income), from which insurance contributions were paid and which is taken into account for calculating the pension, for the year preceding the year of recalculation (for 2023, it is UAH 14,308.46).
Taking into account the above, the minimum amount of the pension payment for persons from among the participants in liquidation of the consequences of the accident at the Chernobyl nuclear power plant from 01.03.2024 is:
• 1st disability group - UAH 14,308.46,
• II group of disabilities - UAH 11,446.77,
• III group of disabilities - 8585.08 hryvnias.The assignment of pensions based on applications from the specified category of citizens is carried out using the coefficient 2.48105 - this is the average monthly wage coefficient, which is taken into account when calculating the pension assigned in the current year (2.48105 = UAH 7100.00 (min. salary on 01.01.2024 ) x 5/14308.46 UAH (average salary for 2023).

The recalculation of the above-mentioned category of persons was carried out, for example, by the Main Department of the Pension Fund of Ukraine in the Zaporizhzhia region in automatic mode without personally contacting the citizen service departments.
At the same time, in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated July 23, 2011 No. 1210 "On increasing the level of social protection of citizens who suffered as a result of the Chernobyl disaster", persons with disabilities from among the participants in the liquidation of the consequences of the accident at the Chernobyl nuclear power plant have the right to calculate a pension from wages (income) , determined (determined) from five times the amount of the minimum wage established by the Law of Ukraine dated November 9, 2023 No. 3460 "On the State Budget of Ukraine for 2024" on January 1 of the corresponding year.
The accrual of pensions according to the specified algorithm also applies to persons who took a direct part in the liquidation of other nuclear accidents and their consequences, in nuclear tests, in military exercises with the use of nuclear weapons, in the assembly of nuclear charges and carrying out regulatory work on them, as a result of which they became persons with disabilities (participants in the liquidation of the consequences of the Chernobyl nuclear power plant accident).
