The Cabinet of Ministers has changed the procedure for booking conscripted workers.
The Cabinet of Ministers made changes to its resolution No. 76 dated January 27, 2023 "Some issues of implementation of the provisions of the Law of Ukraine "On Mobilization Training and Mobilization" regarding the reservation of conscripts for the period of mobilization and for wartime", which regulates the procedure for booking conscripts for the period mobilization and wartime. This was reported by Taras Melnychuk, the representative of the government in the parliament.
There are changes to the Procedure for booking conscripts according to the list of conscripts during martial law. Namely:
- the Ministry of Defense was entrusted with the powers that were previously entrusted to the General Staff of the Armed Forces, in particular, in relation to: consideration and approval of lists of conscripts developed by state authorities and other state bodies, which are offered for reservation for the period of mobilization and for wartime;
- submission of agreed lists to the Ministry of Economy for the adoption of a corresponding decision;
- bringing the decision of the Ministry of Economy regarding the reservation of conscripts to the attention of the relevant territorial recruitment and social support centers. In addition, the government took into account the possibility of releasing employees who have an important role in production processes or service provision from mobilization measures in case of need of the armed forces. The procedure and criteria for determining enterprises, institutions and organizations that are critically important for the functioning of the economy and ensuring the livelihood of the population in a special period were supplemented with a provision on providing the Ministry of Defense with copies of decisions on the compliance of the enterprise with the relevant criteria and on confirming the status of an enterprise of critical importance for the functioning of the economy and ensuring life activities of the population in a special period or about the deprivation of such status.
The changes should be analyzed in more detail after the full text of the CMU resolution appears.
Conclusion
The changes made by the Cabinet of Ministers of Ukraine to the Procedure for booking conscripts for the period of mobilization and for wartime indicate a systematic approach to the management of the country's military potential and strategic planning of mobilization measures. The planned changes are aimed at improving the efficiency of the process of reservation and distribution of conscripts, in particular, by assigning new powers to the Ministry of Defense and defining criteria for determining critical enterprises.These changes will contribute to the optimal use of human resources in the conditions of martial law and ensure the reliability of the functioning of the economy and social stability in the country.
