"Loss of documents: Obstacles and Solutions for IDPs"
The situation when a person has the status of a prisoner of war (POW) and has lost his documents can become difficult. At first glance, the absence of an employment book and other necessary documents may affect the possibility of obtaining unemployment status and unemployment benefits. However, there are procedures in place to address this situation and provide the necessary support.
In such cases, an IDP can obtain the status of unemployed without submitting a full package of documents, as is usually provided. This means that the employment center can use information from various registers and databases to confirm work experience, income and other important information. This provides an opportunity to receive unemployment benefits even if documents are lost.
An important part of this process is support and cooperation with the employment center. If an IDP has faced a refusal to register, they have the right to submit an appeal to the head of the employment center with a request for an explanation of the reasons for the refusal and possible solutions to the situation. This will make it possible to establish contact with a competent person and simplify the process of obtaining assistance.
In the case of a decision to refuse to grant unemployment status, an IDP can submit an application again no earlier than seven calendar days from the date of such a decision. This gives an opportunity to review the situation and find alternative ways to solve the problem.Considering the above, even in difficult situations when documents are lost, an IDP has the right to receive unemployment benefits and can apply for support from relevant institutions and organizations. It is important to remember your rights and actively protect them in case of similar situations.

Do IDPs have the right to additional social services at the employment center or measures to promote the employment of the population?
In accordance with the Resolution, IDPs have the right to priority creation of a resume, posting it on the official website of the State Employment Center, career guidance, informational and consulting services, and job search services for the purpose of employment during martial law.
In addition, measures to promote the employment of IDPs are provided for in Article 24-1 of the Law of Ukraine dated July 5, 2012 No. 5067-VI "On Employment of the Population".There are several types of such measures that are applied to IDPs who are employed on the referral of the employment center:
compensation to the registered unemployed person for actual transportation costs for moving to another administrative-territorial unit of the place of employment;
compensation to the registered unemployed person for expenses for passing a preliminary medical and drug examination in accordance with the legislation, if it is necessary for employment;
compensation of the employer's expenses for wages for employment under the terms of fixed-term employment contracts of the registered unemployed;
compensation for the costs of the employer who employs the registered unemployed for retraining and upgrading the qualifications of such persons.
Importantly! These types of expense compensation relate specifically to the employment of unemployed internally displaced persons.
Therefore, it is important for the unemployed among IDPs to know that even in case of loss of documents, it is possible to obtain the status of unemployed without the requirements that apply under the usual procedure. Using information from registers simplifies the process and allows you to obtain the necessary data on labor activity.
In case of refusal to register, the person has the right to appeal this decision in accordance with the legislation. In addition, a number of employment assistance measures are provided for IDPs, including compensation for transportation costs and employer costs for retraining and advanced training.
