About the state of social and labor relations, collective labor disputes
From January to April 2024, the National Mediation and Conciliation Service (hereinafter referred to as the National Mediation and Conciliation Service) contributed to the resolution of collective labor disputes (conflicts) (hereinafter referred to as the CTU(K)) at the national, sectoral, territorial and production levels, in which more than 1.6 million employees of 7,644 economic entities.
In these disputes, 317 demands were put forward by employees, of which:
• 143 (45%) — regarding non-fulfillment of the requirements of labor legislation;
• 101 (32%) — regarding the implementation of a collective agreement, agreement or their separate provisions;
• 46 (15%) — regarding the establishment of new or changes in the existing socio-economic conditions of work and industrial life;
• 27 (8%) — regarding the conclusion or change of a collective agreement, agreement.
With the assistance of the NSPP, during the reporting period, 39 CTS(K) and 50 claims were resolved and deregistered, of which 76% were claims that arose in connection with disagreements regarding non-compliance with labor legislation.
During the reporting period, 1,315 conciliation procedures aimed at solving CTS(K) and preventing their occurrence, including 1,308 conciliation meetings and 7 meetings of conciliation commissions, were conducted with the assistance of NSPP.In order to prevent the emergence of CTS(K) and stabilize the state of social and labor relations, NSPP implemented measures aimed at resolving 409 conflict situations (2 — at the territorial level, 407 — at the production level) at 416 enterprises, in particular, Rivne (39 conflict situations), Dnipropetrovsk (38), Volyn and Ternopil (33 each), Odesa (27), Zakarpattia (24), Zhytomyr (23) and Kharkiv (21) regions.
With the assistance of NSPP, 227 conflict situations (56% of the total number) at 238 enterprises were settled and deregistered.
Thanks to the preventive measures of the NSPP, only one conflict situation became the subject of the CTS(K).

In order to promote the improvement of the state of social and labor relations and prevent the emergence of CTS(K), NSPP employees took part in 108 meetings of commissions of regional, local, and district administrations, where, in particular, the issue of repayment of arrears from the payment of wages to employees of 365 enterprises was considered.
In order to ensure the implementation of social dialogue in Ukraine, 42 meetings of the Commissions were held in January-August to assess compliance with the criteria of representativeness and confirm the representativeness of the subjects of trade union parties and employers' organizations.During January-August, NSPP employees prepared and placed 651 publications in the mass media, organized and conducted 746 events (seminars, meetings, round tables) on the issues of ensuring the implementation of the legal mechanism for solving the CTS(K) in Ukraine and the implementation of social dialogue, took part in 481 events , organized by the parties of social dialogue and social partners.
