The President signed the Law on Ensuring Transparency of Local Self-Government
On May 13, the President signed the Law of February 22, 2024 No. 3590-IX "On Local Self-Government in Ukraine on Ensuring the Transparency of Local Self-Government", which provides, in particular, for broadcasting the meetings of local councils after the war.
The law establishes:
- video recording of plenary meetings of local councils and meetings of their standing commissions;
- broadcasting of plenary meetings of local councils and meetings of their permanent commissions on the Internet in real time (after the end of martial law);
- publication of video recordings of meetings in the part that was broadcast on the official website of the council or in another way;
- preservation of video recordings of meetings for at least five years;
- coverage of draft agendas of meetings of the council's standing commissions, conclusions and recommendations, as well as minutes of its meetings, which contain the results of roll-call voting;
- mandatory use of the state language by deputies, local self-government officials, and other speakers during council sessions;
- publication on the unified state web portal of open data and on the official websites of local self-government bodies of public information on objects of property rights of territorial communities, regular updating of such information, including information based on the results of the inventory.According to the press service of the Apparatus of the VR
As reported, the Verkhovna Rada adopted overall amendments to the Law "On Local Self-Government in Ukraine" on ensuring transparency of local self-government on February 22, 2024.

The law enters into force on the day following its publication, except for Article 60-2, which enters into force one year later. It refers to the publication of the Register of communal property rights of territorial communities.

-On May 2, 2023, the Council adopted the law on service in local self-government bodies. The document provides for the introduction of competitions for employees of local self-government bodies, as well as a new procedure for calculating financial support.
- Decentralization has become one of the most successful reforms in Ukraine, because thanks to it, it was possible to strengthen the role of local self-government in the management of territories and resources. Instead, during the period of martial law, the state significantly limited the powers of local self-government and continues to attack its rights, citing the needs of defense.Conclusion
Law No. 3590-IX "On Local Self-Government in Ukraine" dated February 22, 2024, signed by the President, is aimed at ensuring transparency in local self-government. According to this law, video recording and broadcasting of meetings of local councils and their standing commissions, publication of video recordings, preservation of them for five years, coverage of draft agendas, conclusions and minutes of meetings are provided for. The law also establishes the mandatory use of the state language and the publication of information on property rights of territorial communities on state web portals. These measures will contribute to increasing openness and transparency in the work of local self-government bodies, ensuring greater accessibility and openness to the public.
