The government approved the list of documents that must be submitted for consideration by the MSEK
In connection with the increase in the number of people who need to establish a disability due to the war, a clear list of documents for passing a medical and social examination was adopted. This will simplify the process and reduce the time required for documents to be submitted to medical and social expert commissions (MSEK). In this regard, a clear list of documents submitted by patients for medical and social examination has been defined. This will make it possible to reduce the burden on people and shorten the terms of processing documents for submission to medical and social expert commissions (MSEK).
The list of documents that must be submitted to the MSEK for the purpose of establishing or revising disability is determined by amendments to the Resolution of the Cabinet of Ministers of Ukraine dated December 2, 2022 No. 1356 "On Amendments to the Regulations on the Procedure, Conditions and Criteria for Establishing Disability." The changes also concern the passing of the MSEK of a serviceman.
Separately, changes were made regarding the passing of MSEK by military personnel.
In particular, now the causal connection of disability and the degree of loss of working capacity of former servicemen will be established on the basis of a resolution of the VLK, a certificate of the VLK, a certificate of illness or the minutes of a meeting of the regular VLK. A decision on the degree of disability will be made after the completion of treatment, and a program of medical, vocational and social rehabilitation will be developed based on this data."From now on, the causal relationship of disability, as well as the degree of loss of working capacity of former servicemen, will be established on the basis of the resolution of the VLK, issued with a certificate of the VLK, a certificate of illness or the minutes of a meeting of the regular VLK," the message said.
At the same time, the commission will determine the degree of the serviceman's disability after the end of his treatment. Based on these data, a program of medical, professional and social rehabilitation will be developed.
As reported, the recently adopted law on mobilization contains a provision according to which citizens who received II and III disability groups from 2022, or were recognized as having limited fitness for military service, will have to undergo a review by medical commissions in the MSEK or VLK. However, such a provision may negatively affect the possibility of receiving disability on a legal basis for a person who is medically entitled to it.
We will remind, on April 11, the Verkhovna Rada adopted in the second reading and as a whole draft law on mobilization No. 10449. The law aims to register all conscripts and update their data. As the authors of the document note, this will simplify the mobilization process for the authorities, as TCCs will have up-to-date information on potential recruits.
So, the general documents that the patient submits to undergo a medical and social examination:
passport of a citizen of Ukraine (in the case of presenting a passport of a citizen of Ukraine in the form of an "ID card", also an extract from the register of the territorial community);a certificate of assignment of a taxpayer's registration number;
for men aged 18 to 60, a military card (temporary certificate of a conscript) or a certificate of registration at a conscription station or a certificate from the territorial center and social support on military registration;
for people who have been deprived of personal freedom as a result of armed aggression against Ukraine or internment in neutral states - a certificate of stay in places of deprivation of liberty as a result of armed aggression against Ukraine.

The list of documents to be submitted was finalized on May 6, the government website reported.
"As a result of the war, the number of people who need to be diagnosed with disability is increasing, a significant part of them are military personnel. In this regard, a clear list of documents submitted by patients for medical and social examination has been defined," the Cabinet of Ministers said.
The Ministry of Health adds that this will reduce the burden on people and shorten the time for documents to be submitted to medical and social expert commissions (MSEK).
referral to MSEK;
medical documents related to the disease or condition (extract from the medical card);
the results of laboratory and other studies confirming the diagnosis or condition and its severity;
medical, professional and individual rehabilitation plan;
documents confirming the causal relationship with disability;
documents confirming continuous temporary disability for four months.
