The President of Ukraine signed the law on ensuring the transparency of local self-government.
On May 13, President of Ukraine Volodymyr Zelenskyy signed the important Law of Ukraine "On Local Self-Government in Ukraine" on Ensuring Transparency of Local Self-Government" dated February 22, 2024 (No. 3590-IX), which marks a significant step in the direction of increasing transparency and accountability of local self-government bodies.
This law provides for a number of important innovations designed to make the activities of local councils and their standing commissions more open to citizens. The main innovations include:
Video recording of meetings: From now on, plenary meetings of local councils and meetings of their standing commissions will be recorded on video. This will ensure complete and transparent documentation of the decision-making process.
Broadcasting of meetings on the Internet: After the end of martial law, plenary meetings of local councils and meetings of their standing commissions will be broadcast in real time via the Internet. This will give citizens the opportunity to monitor the work of their elected representatives in real time, which will contribute to increasing trust in local self-government bodies.
Publication of video recordings: Video recordings of the meetings will be made public on the official websites of the local councils or in another way that will ensure access to them even after the end of the broadcasts. Video recordings will be stored for at least five years, which will allow analysis of the work of the councils in the long term.Transparency of documents: The law also requires disclosure of draft agendas of meetings of the council's standing commissions, conclusions and recommendations, as well as minutes of its meetings, including the results of roll-call voting. This will provide citizens with access to all information about the work of commissions.
Use of the state language: All deputies, officials of local self-government and other speakers are obliged to use the state language during council sessions, which emphasizes the importance of the Ukrainian language in official affairs and contributes to the unity of the country.
Disclosure of information about ownership: The law requires disclosure of public information about property rights of territorial communities on the unified state web portal of open data and on the official websites of local self-government bodies. This information should be regularly updated, including the results of the inventory, which will ensure transparency in matters of community property management. Adoption of this law is an important step in reforming the system of local self-government in Ukraine. It will help increase the level of citizens' trust in local authorities, ensure transparency and accountability of their activities, and also improve citizens' access to information.This, in turn, will contribute to more active involvement of citizens in decision-making processes and strengthening of democratic principles at the local level.
