Chairmen and members of medical advisory commissions are excluded from the list of declarants.
Ukraine has made important changes to the legislation aimed at reforming the process of declaring and fighting corruption. In particular, according to the updates, chairmen and members of medical advisory commissions (MACs) are no longer considered declarants. This happened thanks to the introduction of changes to the Law of Ukraine "On Prevention of Corruption", which came into force on May 4, 2024. Such a decision is intended to facilitate the procedures for medical workers, who previously had the obligation to declare their income and property assets.
The innovation also affects members of other medical commissions that consider issues of military service and social security. The heads and members of the Medical and Social Expert Commissions (MSEK) remain on the list of declarants, as do the members of the full-time military medical commissions (MMC). However, if they are in other positions that also require declaration, they have the obligation to submit the corresponding declaration in accordance with the current legislation.
One of the main arguments in favor of these changes is the simplification of procedures for medical workers performing important work in the field of health care and military medical examination. They are now freed from the need to make annual declarations, which will contribute to improving their work activities and avoiding unnecessary bureaucratic burden.
On the other hand, critics may object that the exclusion of LCC from the list of declarants may create an opportunity for potential cases of corruption and conflict of interest.However, supporters of the innovations believe that this decision will make the work of medical commissions more efficient and allow them to focus on fulfilling their professional duties without unnecessary obstacles.

These new rules are only one of the steps in this direction, and their effectiveness will be evaluated over time.
