Digitization of Executive Proceedings: Innovations in the Legal System of Ukraine
The Ministry of Justice of Ukraine together with the State Enterprise "National Information Systems", the State Judicial Administration of Ukraine and the State Enterprise "Information Judicial Systems" implemented a new possibility of instant sending of documents of executive proceedings from the Automated System of Executive Proceedings (ASVP) to the Unified Judicial Information and Telecommunication System (EUITS ). This innovation has a significant impact on digitalization and increasing the efficiency of executive procedures in Ukraine.
Speed and Convenience of Communication
According to the second part of Article 28 of the Law of Ukraine "On Executive Proceedings", the documents of executive proceedings are now sent exclusively in electronic form to bodies and persons who have electronic offices in EUITS. This innovation ensures receipt of important documents directly in the electronic cabinet, which greatly simplifies the communication process and minimizes the risks of delays associated with traditional postal delivery.
The Deputy Minister of Justice of Ukraine for Executive Service Andriy Haychenko emphasized that the parties to the executive proceedings, to whose electronic offices documents will be sent, will be considered duly notified of the issuance of the corresponding resolutions by the executive. The procedure for registering an electronic account is simple and available to both individuals and legal entities using a qualified electronic signature. In addition, registration of electronic offices in EUITS is mandatory for all legal entities, lawyers, notaries, public and private executors, arbitration managers, judicial experts, state authorities and other state bodies. This is enshrined in the Regulation on the procedure for the functioning of individual subsystems of the EUITS and in the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Regarding Mandatory Registration and Use of Electronic Cabinets in the Unified Judicial Information and Telecommunication System or its Separate Subsystem (Module) That Ensures Exchange documents" dated June 29, 2023 No. 3200-IX.

The new implementation will significantly improve the efficiency and convenience of document exchange, which is especially important in the conditions of martial law. This will save time and resources, reducing the costs of sending documents through postal services.
