The tender system in Ukraine is one of the key tools for ensuring transparency and efficiency in public procurement. Its origin and development have gone through a number of challenges, but the achievements that have been achieved indicate significant progress in this area.
Beginning of reforms and creation of prerequisites
In the early 2000s, the public procurement system in Ukraine was characterized by significant shortcomings. Lack of transparent procedures, corruption schemes and inefficient use of public funds were the main problems. Awareness of the need for reforms led to the beginning of the creation of a modern tender system.
The first steps in this direction were taken with the adoption of the Law of Ukraine "On Public Procurement" in 2010. This law introduced the basic principles of openness and competition, but in practice it was not always properly implemented.
Starting the ProZorro system

Despite the successes, the implementation of the tender system in Ukraine was not without problems. One of the main challenges was and remains the fight against corruption. Although the ProZorro system has made opportunities for abuse much more difficult, some corrupt schemes still remain.
Another challenge is ensuring the appropriate level of qualification of customers and tender participants. Lack of experience and knowledge in using new tools often leads to mistakes and delays in procurement.

Achievements and prospects
Despite the challenges, the tender system in Ukraine shows significant achievements. According to the Ministry of Economic Development and Trade, since the launch of ProZorro, billions of hryvnias of public funds have been saved. The system has become a symbol of transparency and openness, which contributes to increasing trust in state institutions.
Prospects for the development of the tender system in Ukraine include further improvement of the legislative framework, improvement of the qualifications of participants and customers, as well as the integration of the latest technologies, such as blockchain, to ensure even greater transparency and security of procurement.
Thus, the origin and development of the tender system in Ukraine went through a difficult but necessary path. Thanks to the efforts of the government, civil society and business, it was possible to create an effective tool for fighting corruption and ensuring transparency in public procurement. Despite the existing challenges, the achievements of the ProZorro system indicate significant progress and hope for further improvement and success in this area.
