A VIN is an identification code that the Oberig Register automatically assigns to a person liable for military service, and when checking documents by employees of the Territorial Recruitment Centers or the police, it will be clear whether the person has updated their data.
Currently, persons liable for military service are given a barcode (VIN) in their military registration document. In fact, this is an identification code that the Register of Persons Liable for Military Service "Oberih" automatically assigns to a person liable for military service. It indicates, among other things, that the person has complied with the requirements of the law on mobilization and updated the data in the TRC.
If there is no such barcode in a military ticket or other military registration document, it will be clear that the person has not updated the data in the TRC. Therefore, if they are stopped on the street, it will be difficult to prove otherwise.
According to the explanations of the General Staff of Ukraine, employees of the TCC can connect to the Register or contact the Register operator by phone to find out whether the citizen's data has been updated. The operator will find out and provide all the information about the citizen of Ukraine.
At the same time, the regulatory framework is currently being developed, according to which a single document for persons liable for military service will be issued in a single form.
When the new resolution of the Cabinet of Ministers of Ukraine comes into force, citizens who do not have a military registration document will be issued a new document.
At the same time, documents of the "old" form will remain valid, but they will be marked with appropriate notes on data updates, etc.
We remind you that the law introducing the digitalization of military registration came into force in early April (draft law No. 10062). The Oberig registry will allow for automatic verification of people without the participation of persons liable for military service. "Oberig will be integrated with virtually all registers: demographic, driver's, tax, pension fund, etc.
Subsequently, the Oberih register will be used to generate an electronic military registration document that will be available in the app for persons liable for military service and will have the same legal force as a paper document. Currently, the Ministry of Defense of Ukraine has established cooperation with the Ministry of Digital Transformation of Ukraine to create such an electronic military registration document, as previously noted by Deputy Minister of Defense for Digitalization Kateryna Chernogorenko.
It should be noted that on May 10, 2024, the Cabinet of Ministers approved the Procedure for Maintaining the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists "Oberih". The Procedure should detail what the Electronic Office of the person liable for military service is, how Oberih interacts with other registers, etc.
However, as of May 16, 2024, the text of the resolution has not yet been published.
