Simplifying the procedure for connecting to the Unified whistleblower reporting portal: innovations and instructions
The National Agency for the Prevention of Corruption (NACP) has made significant changes to the procedure for connecting organizations to the Unified Whistleblower Notification Portal, as well as updated the Procedure for Managing the Portal. These innovations are aimed at simplifying the connection process and ensuring greater transparency in working with whistleblowers. In this article, we will look at the main aspects of the new rules and their impact on organizations.
New connection rules
According to the new rules, letters of appeal for connection to the Unified Whistleblower Notification Portal must be sent to the NACP by central executive bodies (CEOs), ministries, other state bodies, as well as non-governmental organizations. Such organizations include the secretariats of the Cabinet of Ministers of Ukraine, the human rights commissioner of the Verkhovna Rada of Ukraine, the commissioner for the protection of the state language, the Central Election Commission (CEC), the National Bank of Ukraine (NBU), the National Security and Defense Council (NSDC), higher bodies in the field judiciary, local self-government bodies (LGUs) and others.
Procedure for submission of documents
Territorial bodies, subdivisions and enterprises that are in the sphere of management or coordination of the above-mentioned central bodies should send the relevant documents specifically to their TsOVV, DO and OMS. These bodies carry out the analysis and accounting of the received information, after which they send a list of organizations that must be connected to the Portal to the NACP.This list must be sent in the format according to Annex 2 to the Procedure, one of the machine-readable formats (csv, xls, xlsx, json).
Connection of vessels
Special attention was paid to connecting local and appellate courts. Information on their connection must be sent by the State Judicial Administration of Ukraine and territorial offices of the State Administrative Court of Ukraine to the NACP. These documents are mainly sent in electronic form by means of information and communication systems or to the email of NAKC.
Updated forms and their filling
The changes introduced by Order No. 93/24 introduce new forms (appendices 1 and 2 to the Procedure) that must be filled out and sent to the NACP. In the case of sending a letter of appeal in paper form, an information table with information on institutions and organizations that are subordinate to or in the sphere of management must be attached to such a letter on an electronic medium.
