The law does not specify the place where the summons must be served, so in fact it can be issued anywhere.
Persons entitled to serve a summons:
representatives of the TCC and SP, the SBU body, the division of the Foreign Intelligence Service; representatives of the local self-government body (executive body of the village, settlement, city council); head of the enterprise, institution, organization where the conscript works; heads of educational institutions (if there is an order of the TCC); managers of apartment buildings.
Rules for service of summons:
The summons to the conscript will be served only with a personal signature, as before. A summons dropped in a mailbox will not be considered properly served. Upon receipt of a properly executed summons, a citizen must appear at the relevant TCC and SP (previously, military police officers) within the time limit specified in the summons. Therefore, summons to the military commissariat by phone is not legal.
I pay attention! Upon delivery of a summons, AT THE REQUEST OF A CITIZEN, a representative of the TCC and JV is required to provide his/her full name and patronymic, position, as well as present an official ID.
Information that must be specified in the summons:
1) full name and date of birth of the citizen to whom the summons is addressed;
2) Name of the TCC and SP that issued the summons;
3) The purpose of the summons to the TCC and SP (it can be: clarification of data, passing of the VLK or combat summons/mobilization order);
4) Place, day and time of appearance on call;
5) Signature of the official who issued the summons;
6) Registration number of the summons;
7) Explanation of the consequences of non-appearance and the obligation to report the reason for non-appearance.
Administrative and criminal liability is provided for failure to appear on a summons. A fine for not appearing at a military base is an administrative liability, which is provided for in Articles 210 and 210-1 of the Code of Administrative Offenses. Criminal liability is provided for non-appearance at the mobilization order. Evasion of the draft is punishable by restriction of freedom for a period of 3 to 5 years. A new measure of influence on a citizen who evades mobilization has also been introduced, namely: a temporary restriction on the right to drive vehicles.
Importantly! Failure to properly serve a summons is one of the grounds for canceling a fine on bringing to administrative responsibility for violating the requirements of the Mobilization Legislation.
The delivery of a summons to a conscript or reservist means that he must appear to clarify his credentials. Then he will be sent to the military medical commission to determine whether a person is fit for mobilization or not.
