Also important is the condition that the seized vehicle cannot be sent to another region or outside of Ukraine. The vehicle must be returned to the owner within 30 days after the announcement of demobilization. Currently, there is no clear procedure for compensating for damages caused to vehicles, but it is considered important to discuss this issue in the future.
The Issue of Compensation for Damages
In general, the law is aimed at strengthening mobilization processes and increasing the country's readiness for military operations. However, it should be taken into account that such measures must be carefully developed and implemented taking into account the interests of citizens and the principles of the rule of law. Enterprises, institutions and organizations may be exempted from the transfer of vehicles and equipment to military formations during mobilization in connection with the performance of mobilization tasks established by them, provided that there is a contract concluded with the Ministry of Defense for the performance of mobilization tasks, as well as on the condition that their vehicles and equipment involved in the production process of carrying out mobilization tasks. Enterprises, institutions and organizations that have a high social need, and public sector banks may also be exempted from the transfer of vehicles and equipment to military formations during mobilization.
At the same time, the list of enterprises, institutions and organizations in which there is a high public need is approved by the Cabinet of Ministers of Ukraine at the request of the Ministry of Defense.
