Obtaining a license for international transportation
Obtaining a license for international transportation in Ukraine is regulated in accordance with the legislation, which covers both passenger and cargo transportation. The main requirements and procedures are defined in laws and by-laws, such as the Law of Ukraine "On Licensing of Types of Economic Activities", the Resolution of the CMU "On Approval of Licensing Conditions for the Conduct of Economic Activities for the Transportation of Passengers, Dangerous Goods and Hazardous Waste by Road Transport, International Transportation of Passengers and Cargo by road transport", as well as in the normative acts of the Ministry of Infrastructure of Ukraine.
Basic steps for obtaining a license for international transportation
1. Registration of the enterprise. First of all, it is necessary to register an enterprise or a natural person-entrepreneur (FOP) in Ukraine, which will be engaged in international transportation.
2. Compliance with requirements
Financial requirements: The enterprise must have sufficient financial condition to ensure its activities.
Qualification requirements: Availability of employees with appropriate qualifications, in particular, drivers with appropriate categories of rights.
Technical requirements: Availability of vehicles that meet the technical and environmental requirements for international transportation.
List of documents attached to the license application
Information about the availability of the material and technical base
1.It is necessary to provide information on the availability of a material and technical base that ensures the performance of technological operations, or contracts with business entities that provide services for the performance of such operations.
2. The information is drawn up according to the form in accordance with Appendix 2 to the License Terms.
3. Copies of the specified contracts certified by the license applicant are attached to the application.
Information about vehicles
1. It is necessary to submit information about own, rented, loaned or leased vehicles to the licensee.
2. The information is drawn up according to the form in accordance with Appendix 3 to the License Terms.
3. Copies of vehicle registration certificates and temporary registration coupons certified by the applicant are attached to the application, if their registration is provided.
Information about special equipment of vehicles
1. If the license concerns the transportation of passengers by taxi, it is necessary to submit information about the special equipment of vehicles.
2. The information is drawn up according to the form in accordance with Appendix 4 to the License Terms.
Information on personnel qualifications
1. It is necessary to submit information about the qualifications of the personnel of the automobile carrier.
2. The information is drawn up according to the form in accordance with Appendix 5 to the License Terms.
3. Personnel qualifications are determined by clauses 12-15 of the License Terms.
- Submission of documents
All documents are submitted to Ukrtransbezpeka in paper or electronic form. It is important to ensure that all copies of documents are properly certified.- Consideration of the application
The licensing body considers the submitted documents within the prescribed period, usually it takes up to 10 working days.
- Obtaining a license
After a positive review of the application, the company receives a license to carry out international transportation. The license can be issued for a certain period with the possibility of extension.
Additional requirements and procedures
1. Insurance: Vehicles must be insured in accordance with the requirements of international transportation.
2. Customs procedures: It is necessary to comply with all requirements of customs legislation when carrying out international transportation.
3. Route Maps and Permits: Some routes may require additional permits and route maps.

1. State control: Ukrtransbezpeka monitors compliance with license conditions, the regularity of checks depends on the type of transportation and route.
2. Liability: Violation of license terms may result in fines or license revocation.
