Ukraine is moving towards justice: the electronic database of court decisions in war crimes cases
Ukraine, as a country that has experienced difficult periods of its history, has felt the pain and suffering of military conflicts and crimes. The thirst for justice and the desire to settle criminal cases related to crimes against humanity have always been relevant for Ukrainian society. In this context, the creation of a single interactive electronic database of court decisions in cases of war crimes becomes an important step in the direction of ensuring justice and compliance with human rights and international legal standards.
At a coordination meeting with representatives of the USAID Program, the Chairman of the Supreme Council of Justice, Hryhoriy Usyk, expressed confidence in the need to create an electronic database of court decisions in war crimes cases. He emphasized that in the conditions of an imperfect legal framework and the absence of stable judicial practice, this step is extremely important to ensure fairness and openness in the judicial process. Such a database will serve as an auxiliary tool for judges, lawyers, prosecutors and other participants in the judicial process.
Ukraine's cooperation with the USAID Justice for All Program is key in this matter. The head of the Program, David Michael Vaughn, emphasized that the main focus is currently on training judges to try criminal war crimes cases. In particular, the publication "Judge's Desk Book: Materials for Consideration of Cases on International Crimes" was published, which became an important source of knowledge for judges and other participants in the judicial process.Natalia Petrova, deputy head of the Program, emphasized the importance of the participation of Ukrainian courts in the development of international criminal law. The experience of judicial decisions of Ukrainian courts can become a valuable addition to international law and historical truth. Also, every court decision in war crimes cases is an important step in establishing the truth and preventing similar crimes in the future.
Presenting a sample of the electronic database, legal advisor of the USAID Program Myroslav Vovk emphasized its accessibility and comprehensibility for various users, from judges to activists of public organizations. The database will contain full texts of judgments, digests and commentaries with analysis of court decisions in war crimes cases in accordance with international legal standards.
The Deputy Head of the State Judicial Administration of Ukraine, Leonid Sapelnikov, supported the idea of creating an electronic database and offered to involve the State Judicial Administration in its administration.
Based on the results of the meeting, it was decided to create a working group to determine the tasks and stages of project implementation. The base prototype is planned to be presented in October this year.
