The Supreme Council of Justice of Ukraine approved an advisory opinion on the Draft Law "On Amendments to Part Six of Article 150 of the Law of Ukraine "On the Judiciary and the Status of Judges" on Remuneration of Civil Servants of Court Apparatuses", registration No. 11158. This decision, adopted in the context of the need to improve the conditions of payment of employees of judicial apparatuses, aims to create favorable conditions for the functioning of courts.
According to the explanatory note to the draft law, the proposed changes provide for the application of regional coefficients to the salaries of civil servants of the courts, established by the salary scheme. This is aimed at settling issues of remuneration and increasing the competitiveness of the salaries of court employees.
The Supreme Council of Justice supports the initiative to improve the working conditions in the judicial system, taking into account the appeal of the heads of local and appellate courts. This is an important step in ensuring the prestige of the relevant professions and increasing the efficiency of the judicial system of Ukraine.
However, the High Council of Justice noted that the proposed changes do not address the issue of the remuneration of judicial assistants, who are an integral part of the judicial system. Considering the importance of their role in ensuring justice, the VRP emphasized the need to resolve this issue.
Thus, the support of the High Council of Justice for draft law No. 11158 indicates the importance of reforming the system of remuneration in the judicial system. It is expected that taking into account the instructions of the Supreme Administrative Court will help to create proper conditions for the functioning of courts and ensure the preservation of highly professional personnel in judicial apparatuses.
The support of draft law No. 11158 by the High Council of Justice is an important step in the direction of strengthening trust in the judicial system and improving the quality of justice in Ukraine. Optimizing the conditions of payment of civil servants of courts will become one of the key components of the process of reforming the judicial system.
The application of regional coefficients to the size of official salaries is a step in the direction of adapting the wage system to regional characteristics and the standard of living in different regions of Ukraine. This will ensure greater fairness in determining wages and will create motivation for specialists in the field of justice. The adoption of changes that take into account the recommendations of the High Council of Justice will contribute to the creation of stable and attractive conditions for court employees. This, in turn, will contribute to the strengthening of the rule of law and provide citizens with access to a fair court.
In general, the consolidation of the efforts of the High Council of Justice, the Parliament and other interested parties in solving the issues of remuneration in the judicial system reflects the general will to improve the judicial system of Ukraine and ensure its transparency, efficiency and justice.
