Duties of Citizens Regarding Mobilization Training and Mobilization in Ukraine
Citizens' responsibilities related to mobilization training and mobilization are crucial for ensuring the national security and defense capability of Ukraine. Here are the primary duties that citizens must fulfill:
1. Appearing on Summons
- Mandatory Appearance: citizens are required to appear at the territorial recruitment and social support center at the specified time and place for military registration, assignment determination for special periods, and medical examinations.
2. Provision of Property
- Resource Allocation: citizens must provide buildings, structures, vehicles, and other property to the Armed Forces of Ukraine, other military formations, and civil defense forces as per established procedures. The state will subsequently reimburse the cost of this property.
3. Passing a Medical Examination
- Fitness Assessment: citizens must undergo a medical examination to determine their fitness for military service. This applies to those on military registration and volunteers, based on decisions from the military medical commission or the relevant territorial recruitment and social support center.
4. Registration of an Electronic Office
- Digital Registration: citizens can voluntarily register their electronic account as conscripts, conscripts, or reservists. This facilitates effective communication and coordination during mobilization training and mobilization.
Specific Duties During Mobilization
Citizens must appear at designated locations according to their status and duties during mobilization:
- Conscripts and Reservists: report for military service or job duties in wartime.
- Reservists: report to their assigned military reserve units.
- Reservists of the Security Service of Ukraine and Intelligence Agencies: Appear upon summons from their respective agency heads.
- Civil Protection Service Reservists: fulfill duties as specified in their reserve contracts.
Additional Responsibilities
Citizens who are in the reserve and not called up for military service or mobilization duties may be involved in defensive works as per the law. This includes tasks in military units and other defense-related activities, especially if they possess the necessary skills or qualifications.
Compliance with Mobilization Orders
The state can involve citizens in defense-related tasks during mobilization, governed by relevant legislation, in response to national security threats or military conflicts. Citizens are legally obligated to comply with mobilization laws and government orders regarding national defense duties.
Transparency and Verification
When serving summons, representatives of the territorial recruitment and social support center must:
- Identify Themselves: state their full names, positions, and present official IDs upon the citizen's request.
- Ensure Legitimacy: this ensures transparency and allows citizens to verify the authenticity and legality of the summons received.
Importance of Compliance
These responsibilities ensure effective mobilization and readiness for national defense. Citizens must adhere to calls and instructions in accordance with legislation and national defense requirements to support the country's security efforts.
