Categories of Conscripts Subject to Reservation
Reservist reservations in Ukraine are a crucial mechanism to ensure the continuity of essential functions within key state and local agencies, as well as strategic enterprises, during special periods such as emergencies or wartime. This process is regulated by law and relevant regulations that define the procedure and criteria for booking. Below are the main categories of conscripts subject to reservation:
1. Bodies of State Power and Local Self-Government:
- State Service Category "A":
- All conscripts holding these positions are subject to reservation.
- Heads of Regional, District Councils, Village, Settlement, City Heads:
- All are conscripts.
- State Service Categories "B" and "C", Local Self-Government Bodies:
- No more than 50% of conscripts in these categories within the specified bodies.
2. Other State Bodies and Law Enforcement Structures:
- Military Conscripts Working in:
- National Police, NABU, SBI, Prosecutor's Office, Bureau of Economic Security, State Emergency Service, State Security Service.
- Judicial Protection Service, Courts, Justice System Institutions, and Pre-Trial Investigation Bodies.
- Full-Time Positions of Patronage Services of State Bodies:
- The jurisdiction of which extends to the entire territory of Ukraine.
3. Enterprises with Mobilization Tasks:
- Conscripts Working at Enterprises with Established Mobilization Tasks (Orders):
- Necessary for the fulfillment of their duties.
4. Critically Important Enterprises:
- Conscripts Working at Enterprises:
- That are critically important for meeting the needs of the Armed Forces of Ukraine, other military formations, or for the functioning of the economy and ensuring the livelihood of the population in a special period.
- Ultimate Beneficial Owners:
- Even if they are not employees, if their enterprises are critically important.
Procedure and Organization of Booking
1. Preparation and Submission of Lists:
- Heads of relevant bodies and enterprises compile lists of conscripts subject to reservation.
- These lists are submitted to the relevant bodies for approval.
2. Approval and Issuance of Certificates:
- Military commissariats or other authorized bodies review the lists.
- They issue reservation certificates accordingly.
3. Issuance of Postponement:
- Reservation bodies must issue a postponement of conscription for conscripts at the district (city) territorial centers of recruitment and social support.
