RD4U International Register of Damages: Launch and Start of Accepting Applications of Victims of Armed Aggression of the russian federation
On April 2 in The Hague, the Netherlands, the technical launch of the international Registry of Damages (RD4U) and the official start of accepting applications from victims of the armed aggression of the Russian Federation took place. This significant event took place within the framework of the ministerial conference "Restoring Justice for Ukraine" with the participation of the Secretary General of the Council of Europe Maria Peychynovych-Burych, heads of international organizations, ministers and high-ranking officials from more than 60 countries.
History of Creation and Purpose of the Register
The International Register of Damages was created for the purpose of documenting and processing claims for damages caused as a result of Russia's aggression against Ukraine. The initiative to create the Register arose in response to numerous violations of human rights, destruction of infrastructure and other negative consequences of the armed conflict. The main task of RD4U is to receive and process claims about damages and evidence, classify and systematize such claims, evaluate and determine their suitability for inclusion in the Register, as well as register acceptable claims for the purpose of their future consideration and decision-making.
Approval of the Rules and Regulations of the Register
Before launching the Register, the Conference of Participants approved the rules and regulations governing its work. The rules for submitting, processing and entering applications were determined, as well as the list of categories of applications to be included in the Register. This step ensured the clarity and transparency of the process, which is necessary for the effective operation of RD4U.Application Categories and Submission Process
The RD4U loss register will accept applications from affected individuals, legal entities and the state of Ukraine in 40 categories. Categories include loss of life, torture and sexual violence, bodily injury, forced displacement and resettlement of persons, loss of property and income, economic loss, damage to critical infrastructure, damage to historical and cultural heritage, damage to the environment, and other categories determined by the Registry board.
Start of Acceptance of Applications
The first open category for submitting applications was category A3 "Damage or destruction of residential immovable property". Individuals can submit an application through the "Diya" application - a mobile application or a web portal at the address www.diia.gov.ua/rd4u. To submit a claim, you need to fill out a form, answer the specified questions and provide relevant evidence: documents, records, statements, photographs or other materials confirming the damage.

The main task of the Register of Losses is to receive and process statements of losses and evidence; classify and systematize such statements; evaluate and determine the suitability of applications for inclusion in the Register; to register acceptable applications for the purpose of their future consideration and decision making.
