Who? Where? When will summonses be served?
The new Procedure for the draft of citizens for military service during mobilization for a special period clearly defines the persons who have the right to serve summonses in various places, such as streets, work and educational institutions, as well as at the address of residence. In case of refusal to accept the subpoena, the authorized person must draw up an act of refusal, which must be signed by at least two persons from the notification group. This is stipulated in the Procedure for conscripting citizens for military service during mobilization for a special period, approved by Cabinet of Ministers Resolution No. 560 dated May 16.
According to the Procedure, the following have the right to serve summonses:
- Representatives of TCC within their administrative territory;
- Representatives of district and city state administrations (military administrations) within their territory;
- Representatives of the executive bodies of village, settlement, and city councils within the settlements and the territories they cover;
- Representatives of enterprises, institutions, organizations on their territory and in the workplaces of employees;
- Representatives of intelligence agencies, the Central Administration and regional bodies of the Security Service of Ukraine (only for reservists and conscripts registered with these agencies) throughout the territory of Ukraine.
Identity card of a person who has the right to serve summonses
The certificate of the person who has the right to serve summonses is issued on the basis of the order of the relevant manager and is certified by his signature and seal. The certificate is valid in the territory for which the manager who issued it is responsible and requires the presentation of a citizen's passport (military ID).
Where and by whom will summonses be served?
Persons who received certificates from the heads of regional and Kyiv city state administrations have the right to issue alerts on the territory of the region.
Authorized representatives serve subpoenas on their own or as part of a notification team.
Summonses to reservists and conscripts are served around the clock at their address of residence, work, study, in public places, at checkpoints and other places where mass gathering of people is possible.
Reservists and conscripts can receive summonses at their residential address or at the address they registered or declared in the following ways:
- Through notification precincts, where they can be called to receive summonses, which representatives of these precincts received from district (city) TCCs, as well as directly at their residential address.
- Representatives of district, city state administrations (military administrations), executive bodies of village, settlement, city, district councils in cities.
- In person by representatives of the TCC or by means of communication.
- Notification groups, which may include representatives of the above-mentioned government structures, TCC, police, and also, in the case of notification of residents of multi-apartment buildings, the notification groups may include the head of an institution (organization) or an individual — an entrepreneur who provides management services apartment buildings, or the chairman of the board of the association of co-owners of an apartment building.
At the place of work or study, summonses can be served:
- Representatives of the enterprise (institution, organization) where a reservist or conscript works.- Representatives of the educational institution where a reservist or conscript is studying.
- Representatives of TCC.
- Notification groups, which may include representatives of the above-mentioned organizations, local executive bodies, TCC and police officers.
In public places, houses, buildings, places of mass gathering of people, at checkpoints (checkpoints), checkpoints across the state border of Ukraine, alerts can be made:
- Representatives of TCC.
- Notification groups, which may include representatives of local executive bodies, TCC and police officers.
- In district (city) territorial centers of staffing and social support, summonses are served by servicemen or employees of these centers.
During the delivery of the summons, photo and video recording is carried out.
