Withdrawal and Exclusion from Military Registration: Definitions and Differences
In Ukraine, many citizens often confuse or generalize the concepts of "removal" and "exclusion" from military registration. Although both of these statuses apply to conscripts, they have different legal implications and apply in different situations.

What is deregistration?
This is a procedure in which a person temporarily loses the status of conscript in one place, but must be registered in another administrative-territorial unit.

Conditions for exclusion from military registration:
Disability: Conscripts, recognized by the VLK as unfit for military service. This includes:

deregistration from military registration due to disability group 3
Death or recognition as missing: Citizens who have died or are recognized as missing or declared dead.
Loss of citizenship: Citizens who have lost Ukrainian citizenship.
Limit age: Reaching the limit age of being in the reserve (60 years).
Consequences of exclusion from military registration:
Exemption from all military duties, including passing VLK and updating data.
Impossibility of forced conscription during mobilization.
Preservation of the military registration document with a note on exclusion.
Conscription of the Disabled for Military Service
In Ukraine, the legislation clearly defines that persons with disabilities (groups 1, 2 and 3) are exempt from military service. Such persons may be summoned only with their consent and only at their place of residence. Forced conscription of persons with disabilities is prohibited.
THE LAW OF UKRAINE "On Amendments to Certain Laws of Ukraine Regarding the Exemption from Military Service of Persons with Disabilities" provides that conscripts who are recognized as persons with disabilities or as unfit for military service due to their health are exempt from basic military service. They are not subject to conscription for military service during mobilization.
