MPs Support the Introduction of Initial General Military Training in Ukrainian Educational Institutions

On May 22, 2024, the Verkhovna Rada of Ukraine made a significant step towards strengthening the country's defense capabilities by adopting bill No. 11092 in the second reading. This bill aims to improve and update the content of initial general military training in schools and higher education institutions. The initiator of the bill was Roman Hryshchuk, a member of the "Servant of the People" faction and a member of the Verkhovna Rada Committee on Education, Science, and Innovation.

The Importance of Military Training

Roman Hryshchuk emphasized the critical importance of the subject "Defense of Ukraine," which is studied in schools, for ensuring the future of the state. According to him, this subject aims to prepare young people to defend their country, which is an integral part of national security.

"When it comes to the interests of the state and its future, the subject 'Defense of Ukraine,' studied in schools, is critically important," said Hryshchuk.

Changes to Legislation

The new bill amends several articles of the laws "On Military Duty and Military Service," "On the Defense of Ukraine," "On Education," and "On the Basics of National Resistance." The main goal of these changes is to eliminate conflicts in the current legislation and create a more effective system of military training.

"Currently, there are two concepts that define the training system - pre-conscription and initial general military training, which contradict each other. The bill unifies these two concepts, thus eliminating the conflict," explained Roman Hryshchuk.

Gender Equality and Training Modernization

The bill also aims to update the sub-legislative regulatory acts that previously separated boys and girls during the study of the subject "Defense of Ukraine" and limited the education of women in higher education institutions who want to teach this subject. This is an important step towards gender equality in education.

Modular Teaching System

One of the key changes provided by the new law is the introduction of a modular teaching system. Each module will represent a separate important topic, including pre-medical aid, civil defense, and information security. This will make the training more systematic and effective.

Removal of Outdated Topics

Outdated topics, such as drill training, will be removed from the school program. Instead, there will be a focus on understanding the importance of defending one's state and studying new technologies used in modern warfare.

Involvement of Veterans and Public Organizations

The bill provides for the possibility of involving veterans, as well as public and veteran organizations, in teaching the subject or individual modules. Roman Hryshchuk also reported that the government allocated 1.74 billion hryvnias for updating the "Defense of Ukraine" centers, purchasing equipment, and interactive shooting ranges.
