Delineation of Functions Among Central Executive Authorities: A Step Towards Modernization
Introduction
On May 22, 2024, the Ukrainian Parliament took a significant step by approving in the first reading Government Bill No. 9219, aimed at delineating certain functions among central executive authorities. This bill, developed by the Ministry of Economy within the framework of deregulation reform, aims to optimize and enhance the mechanisms of state governance in accordance with international standards, particularly considering the requirements and norms of the European Union.
Goals and Key Objectives of the Bill
One of the key goals of this bill is to transfer certain functions, currently assigned to the State Labor Service, to other, more specialized central executive authorities. According to Deputy Minister of Economy Tetiana Berezhna, this will increase the efficiency of government operations in relevant areas and improve cooperation with the business sector.
Key Changes and Redistribution of Functions
Under the changes proposed in Government Bill No. 9219, the following functions, previously performed by the State Labor Service, will be delineated:
Transfer of Functions and Their New Responsible Authorities
Registration and accounting of large-tonnage vehicles and other technological transport vehicles: This function will be transferred to the Ministry of Internal Affairs (MIA), facilitating more efficient control and registration of large-tonnage vehicles.
Technical investigation of circumstances and causes of accidents related to gas use in households: This function will be transferred to the Ministry of Energy and the State Energy Supervision Inspectorate, enabling more competent and effective investigation of such incidents.
