The President signed the Law on Ensuring Transparency of Local Self-Government
Introduction
Ukraine is currently going through an important stage of reforming the system of local self-government, aimed at increasing the transparency, accountability and efficiency of the activities of local authorities. One of the key steps in this direction was the signing by the President of Ukraine of a new Law on ensuring the transparency of local self-government. This Law aims to create legal and organizational conditions to ensure the openness of the activities of local self-government bodies, which, in turn, will contribute to increasing citizens' trust in the authorities and strengthening the democratic foundations of the state.
Basic provisions of the Law
Openness and availability of information
The law provides for mandatory publication of information on the activities of local self-government bodies. This includes publishing decisions, minutes of meetings, financial statements and other important documentation on official websites. In addition, citizens can get acquainted with this information free of charge at information stands in the premises of local self-government bodies.
Public control
The law provides citizens with ample opportunities to exercise control over the activities of local authorities. This includes the right of citizens to participate in open meetings of local councils, submit requests for information, and the ability to initiate public hearings on important local issues.
Electronic governance
The law provides for the introduction of modern electronic technologies in the activities of local self-government bodies. This includes the creation of electronic services for submitting citizen appeals, receiving administrative services, as well as conducting electronic consultations with the public. The implementation of electronic governance will contribute to increasing the efficiency and convenience of interaction between citizens and authorities.
Anti-corruption measures
To prevent corruption, the Law provides for mandatory submission of income and property declarations by local self-government officials. In addition, clear rules are established regarding the conflict of interests and conducting tender procedures. An important aspect is the creation of independent bodies to monitor compliance with anti-corruption legislation at the local level.
The impact of the Law on communities
Adoption of the Law will promote transparency and accountability of local self-government bodies, which, in turn, will ensure more effective management of community resources. The openness of information and the possibility of public control will allow citizens to participate more actively in decision-making concerning their communities. Despite the significant advantages, the implementation of the provisions of the Law may face certain challenges. This includes the need to ensure the technical and personnel capacity of local self-government bodies to implement the new requirements, as well as to overcome resistance from corrupt elements. However, given political will and public support, these challenges can be overcome.
Conclusions
The President's signing of the Law on Ensuring Transparency of Local Self-Government is an important step on the way to democratization and decentralization of power in Ukraine. This Law creates the legal basis for increasing the openness and accountability of local authorities, which will contribute to strengthening citizens' trust in the authorities. Further efforts should be aimed at effective implementation of the provisions of the Law.
